The Panamanian Government felt that it alone should establish regulations for its merchant marine, and as far as alien smuggling was concerned, it intended to respect the relevant clauses of the conventions to which it was a party.

The first report (A/49/350 and Add.1), submitted to the General Assembly at its forty-ninth session, had provided a comprehensive overview of the background and scope of the problem of alien smuggling and information regarding measures to combat it.
وقد تضمن التقرير اﻷول )A/49/350 و Add.1(، المقدم الى الجمعية العامة في دورتها التاسعة واﻷربعين، استعراضا شاملا لخلفيات مشكلة تهريب اﻷجانب ونطاقها، ومعلومات بشأن تدابير مكافحتها.

The second report, 6/ submitted to the Commission at its fourth session, had provided additional information on measures to combat alien smuggling.
وتضمن التقرير الثاني)٦( الذي قدم الى اللجنة في دورتها الرابعة، معلومات إضافية عن التدابير الرامية الى مكافحة تهريب اﻷجانب.

2. Commends those States which have cooperated to combat alien smuggling and to respond to specific incidents in which smuggled aliens have needed to be dealt with according to international standards and the domestic laws and procedures of the States concerned and returned safely to appropriate destinations;
٢ - تثني على الدول التي تعاونت لمكافحة تهريب اﻷجانب والاستجابة ﻷحداث معينة حيث تعين معاملة اﻷجانب المهربين وفقا للمعايير والقوانين المحلية واﻹجراءات المتبعة في الدول المعنية وإعادتهم بصورة آمنة إلى جهات مقصودة ملائمة؛

9. Reaffirms the importance of existing international conventions in preventing the economic exploitation and loss of life that can result from alien smuggling, and calls upon all States to exchange information and to consider ratifying or acceding to those conventions if they have not done so and fully to implement and enforce such conventions;
٩ - تؤكد من جديد أهمية الاتفاقيات الدولية القائمة لمنع ما قد ينجم عن تهريب اﻷجانب من استغلال اقتصادي وخسائر في اﻷرواح، وتطلب إلى جميع الدول أن تتبادل المعلومات وأن تنظر في التصديق على هذه الاتفاقيات أو الانضمام إليها إن لم تكن قد فعلت ذلك وأن تنفذ وتعمل على تنفيذ هذه الاتفاقيات تنفيذا تاما؛

92. Ms. ESPINOSA (Mexico) was concerned that in the Spanish version the expression " alien smuggling " was translated as " tráfico de indocumentados " and that the end of the ninth preambular paragraph contained the words " sus propias fronteras " .

60. Mr. FERNANDEZ PALACIOS (Cuba) said that the original version of the draft resolution had not taken into account all aspects of the question of prevention of alien smuggling but that the text now being presented to the Committee for adoption was much more thorough and coherent.
٦٠ - السيد فرنانديس بلاسيو )كوبا(: قال إن مشروع القرار في صيغته اﻷصلية لم يأخذ في الاعتبار جميع جوانب المسألة التي تتمثل في تهريب اﻷجانب غير أن النص المطروح على اللجنة لاعتماده نص أوفى وأكثر تماسكا.

69. Mrs. LIMJUCO (Philippines) explained that, by becoming a sponsor of the draft, her country reaffirmed that it condemned alien smuggling and the inhuman practices which resulted from it, but did not condemn immigration in the true sense of the word.
٦٩ - السيدة ليمجوكو )الفلبين(: قالت إن بلدها بانضمامه إلى مقدمي المشروع يؤكد من جديد أنه يدين تهريب اﻷجانب وكذلك الممارسات اللاإنسانية التي تنتج عن ذلك التهريب لكنه لا يدين الهجرة بوصفها هجرة.
