وإذ يشير إلى واجب الدول تسجيل جميع الأطفال فور ولادتهم على نحو ما نص عليه العهد الدولي الخاص بالحقوق المدنية والسياسية، واتفاقية حقوق الطفل، وصكوك دولية أخرى ذات صلة،
