In particular, Chapter I, Article 2, paragraph 4, of the Charter states that " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations " .
إذ تنص الفقرة 4 من المادة 2 من الفصل الأول من الميثاق على ما يلي: ' ' يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة``.

“4. All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations”.

His poisonous words constitute a violation of international law and contradict the principles of the United Nations Charter, as outlined in Article 2: " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State ... "
فكلماته المسمومة تشكل انتهاكا للقانون الدولي وتناقض مبادئ ميثاق الأمم المتحدة، المبينة في المادة 2 ومن بينها ما يلي: ' ' يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستخدام القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة...``.

Article 2(4) of the Charter proclaims: " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations " .
وتعلن المادة 2 (4) من الميثاق ما يلي: " يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة " ().

The Turkish Government is in violation of Article 2, paragraph 4, of the Charter, which provides that " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations " .
فالحكومة التركية تنتهك ما نصت عليه الفقرة الرابعة من المادة الثانية من ميثاق الأمم المتحدة، التي جاء فيها: " يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة " .

It is beyond any doubt that the above-mentioned resolution constitutes a direct violation of article 2, paragraph 4, of the Charter of the United Nations, which stipulates that " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State " , as well as of many similar provisions of international treaties and conventions.
مما لا يتطرق إليه أي شك أن القرار المذكور أعلاه يشكل انتهاكا صريحا للفقرة ٤ من المادة ٢ من ميثاق اﻷمم المتحدة، التي تنص على أن " يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة اﻷراضي أو الاستقلال السياسي ﻷية دولة " ، كما يشكل انتهاكا للعديد من اﻷحكام المماثلة في المعاهدات والاتفاقيات الدولية.

The former reads: " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the Purposes of the United Nations. "
فتنص المادة ٢، الفقرة ٤ على أن: " يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة اﻷراضي أو الاستقلال السياسي ﻷية دولة أو على أي وجه آخر لا يتفق ومقاصد اﻷمم المتحدة " .

Article 2, paragraph 4 requests that: " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations " .
وتطلب الفقرة 4 من المادة الثانية أن " يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة " .

Furthermore, it is beyond any doubt that the above-mentioned resolution constitutes a direct violation of Article 2, paragraph 4, of the Charter of the United Nations, which stipulates that “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State”,

2. It constitutes a breach of Article 2, paragraph 4, of the Charter of the United Nations, which states that: " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations " .
٢ - تشكل خرقا للفقرة )٤( من المادة الثانية من ميثاق اﻷمم المتحدة التي تقضي " بأن يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة اﻷراضي أو الاستقلال السياسي ﻷية دولة أو على أي وجه آخر لا يتفق ومقاصد الميثاق " .

These positions on the part of the United States Government and its behaviour and constant threats to use force against Iraq are in violation of Article 2, paragraph 4, of the Charter, which states: " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the Purposes of the United Nations. "
إن مواقف حكومة الولايات المتحدة اﻷمريكية هذه وتصرفاتها وتهديداتها المتواصلة باستخدام القوة ضد العراق تنتهك الفقرة )٤( من المادة )٢( من الميثاق والتي تنص على: " يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة اﻷراضي أو الاستقلال السياسي ﻷية دولة أو على أي وجـه آخر لا يتفق ومقاصد اﻷمم المتحدة " .
