The response to any request that might reasonably be expected to be of interest to other suppliers or contractors shall, without identifying the source of the request, be communicated to all suppliers or contractors to which the procuring entity provided the prequalification documents.
ويبلغ الرد على أي طلب يكون من المعقول توقع أن يكون موضع اهتمام من الموردين أو المقاولين اﻵخرين، دون تحديد لمصدر هذا الطلب، الى جميع الموردين أو المقاولين الذين قدمت لهم الجهة المشترية وثائق التأهيل.

The addendum shall be communicated promptly to all suppliers or contractors to which the procuring entity has provided the solicitation documents and shall be binding on those suppliers or contractors.
وترسل الاضافة على الفور إلى جميع الموردين أو المقاولين الذين زودتهم الجهة المشترية بوثائق التماس العطاءات، وتكون هذه الاضافة ملزمة ﻷولئك الموردين أو المقاولين.

4- أيُّ اشتراط يُفرَض بمقتضى هذه المادة يجب أن يُبَيَّن في وثائق التأهيل الأوَّلي أو وثائق الاختيار الأوّلي، إن وجدت، وفي وثائق الالتماس، وأن يُطبَّق بالتساوي على جميع الموَرِّدين أو المقاولين.

The minutes shall be provided promptly to all suppliers or contractors to which the procuring entity provided the solicitation documents, so as to enable those suppliers or contractors to take the minutes into account in preparing their tenders.

5. The procurement regulations should explain the notion of extending an equal opportunity to discuss to all suppliers or contractors concerned.
5- وينبغي أن توضّح لوائح الاشتراء مفهوم إتاحة فرصة متساوية للمناقشة أمام جميع المورِّدين أو المقاولين المعنيين.

Written invitations to present submissions should be issued to all suppliers or contractors party to the framework agreement.
وقالت إنَّ الدعوات الكتابية إلى تقديم العروض يجب أن توجّه إلى جميع المورّدين أو المقاولين الأطراف في الاتفاق الإطاري.

7. The provisions of subparagraph (a) require all suppliers or contractors parties to the framework agreement to be invited to participate or, where relevant, only those " capable " of fulfilling the procuring entity's requirements.
7- وتقضي أحكام الفقرة الفرعية (أ) بدعوة جميع المورّدين أو المقاولين الأطراف في الاتفاق الإطاري إلى المشاركة أو بالاكتفاء، عند الانطباق، بدعوة من كان منهم " قادرا " على الوفاء بمتطلبات الجهة المشترية.

11. Following the dialogue, the procuring entity shall request all suppliers or contractors remaining in the proceedings to present a best and final offer with respect to all aspects of their proposals.
11- عقب الحوار، تطلب الجهةُ المشترية إلى كل مورِّد أو مقاول يظلّ مشاركاً في الإجراءات تقديم عرضه الأفضل والنهائي فيما يتعلق بجميع جوانب اقتراحه.

(b) Following completion of negotiations, the procuring entity shall request all suppliers or contractors remaining in the proceedings to submit, by a specified date, a best and final offer with respect to all aspects of their proposals.
)ب( بعد انتهاء المفاوضات، تطلب الجهة المشترية من جميع المقاولين أو الموردين الذين يظلون في اﻹجراءات أن يقدموا، في موعد لا يتجاوز تاريخا معينا، أحسن عرض نهائي لديهم فيما يتعلق بجميع جوانب اقتراحاتهم.
