572. Draft guideline 4.7.3 recognizes this practice of interpretative declarations approved by all the parties to the treaty:

19. Ukraine supports the inalienable right of all the parties to the Treaty to develop, research, produce and use nuclear energy for peaceful purposes without discrimination and in conformity with articles I and II of the Treaty.
19 - تؤيد أوكرانيا حق جميع الأطراف في المعاهدة غير القابل للتصرف في تطوير وبحث وإنتاج واستخدام الطاقة النووية للأغراض السلمية دون أي تمييز وفقا للمادتين الأولى والثانية من المعاهدة.

2. The Conference reaffirms that nothing in the Treaty shall be interpreted as affecting the inalienable right of all the parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.
2 - ويؤكد المؤتمر من جديد على أنه لا يوجد في الاتفاقية ما يمكن تفسيره بما يفيد الإخلال بالحقوق غير القابلة للتصرف التي تتمتع بها جميع الأطراف في المعاهدة في تطوير بحوث وإنتاج واستخدام الطاقة النووية في الأغراض السلمية، دون أي تمييز، ووفقا للمواد الأولى والثانية والثالثة من المعاهدة.

1. The States parties reaffirm the importance they attach to ensuring the exercise of the inalienable rights of all the parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.
١ - تؤكد الدول الأطراف مجددا الأهمية التي تعلقها على ضمان ممارسة الحقوق غير القابلة للتصرف لجميع الدول الأطراف في المعاهدة في تطوير البحوث بشأن الطاقة النووية، وفي إنتاجها واستخدامها في الأغراض السلمية دون تمييز، وبما يتمشى مع المواد الأولى والثانية والثالثة من المعاهدة.

37. The Conference reaffirms that nothing in this Treaty shall be interpreted as affecting the inalienable right of all the parties to the Treaty to develop research, production capacity and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.

134 The Heads of State and Government of the States Parties to the NPT emphasized once more that nothing in the Treaty shall be interpreted as affecting the inalienable right of all the parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with Articles I, II, and III of the Treaty.

31. The Conference reaffirms that nothing in the Treaty shall be interpreted as affecting the inalienable right of all the parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II, III and IV of the Treaty.
31 - يؤكد المؤتمر مجددا على أنه ليس في المعاهدة ما يمكن أن يُفسر على أنه يمس الحق غير القابل للتصرف لجميع الأطراف في المعاهدة في تطوير أبحاث الطاقة النووية وإنتاجها واستخدامها للأغراض السلمية من دون تمييز وبما يتفق مع المواد الأولى والثانية والثالثة والرابعة من المعاهدة.

(29) According to one, isolated view expressed within the Commission, the principle is laid out in too rigid a fashion: a reservation would be totally deprived of effects only if it was held impermissible by a decision binding on all the parties to the Treaty.

In that regard, he urged the Conference to adopt appropriate measures to preserve the inalienable right of all the parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination.
