(d) Staff members whose salary rates are set by the Secretary-General under paragraph 5 or paragraph 6 of annex I to the present Regulations shall be entitled to receive dependency allowances at rates and under conditions determined by the Secretary-General, due regard being given to the circumstances in the locality in which the office is located;
(د) يحق للموظفين الذين يحدد الأمين العـــــام مرتباتهم بموجب الفقرة 5 أو الفقرة 6 من المرفق الأول لهذا النظام الأساسي أن يحصلوا على بدلات إعالة بمعدلات وشروط يحددها الأمين العام، مع إيلاء المراعاة الواجبة للظروف السائدة في موقع العمل؛

The Commission also decided to draw the attention of the agencies responsible for conducting and implementing the results of surveys of best prevailing conditions of employment at other locations to the above decision with a view to ensuring a consistent approach to the adjustment of the allowances at those locations.
وقرّرت اللجنة أيضا أن تسترعي انتباه الوكالات المسؤولة عن إجراء الدراسات الاستقصائية لأفضل شروط التوظيف السائدة في المواقع الأخرى وعن تنفيذ نتائج هذه الدراسات إلى هذا القرار الذي اتخذته وذلك من أجل كفالة العمل بنهج متسق في تعديل البدلات في تلك المواقع.

Prior to the adoption of resolution 35/218, the General Assembly had examined the matter of honorariums on several occasions.1 As mentioned above, the basic principle was that neither a fee nor any other remuneration in addition to subsistence allowances at the standard rate would normally be paid to members of organs or subsidiary organs unless expressly decided upon by the Assembly.

203. The Commission further decided to draw the attention of the organizations to its decision taken in the context of the Madrid survey, in response to the General Assembly resolution 68/253, not to increase allowances pending the submission of its recommendations on the comprehensive review to the General Assembly with a view to ensuring a consistent approach to the adjustment of the allowances at all locations.
203 - وقررت اللجنة أيضا أن تسترعي انتباه المنظمات إلى ما اتخذته في سياق الدراسة الاستقصائية في مدريد، واستجابة لقرار الجمعية العامة 68/253، من قرار بعدم زيادة البدلات إلى حين تقديم توصياتها بشأن الاستعراض الشامل إلى الجمعية العامة، وذلك بغرض كفالة العمل بنهج ثابت في تعديل البدلات في جميع المواقع.
