" Recalling that in 1990, 1991 and 1992 the General Conference of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean approved and opened for signature a set of amendments to the Treaty of Tlatelolco, with the aim of enabling the full entry into force of that instrument " .
" إذ تشير إلى أن المؤتمر العام لوكالة حظر اﻷسلحة النووية في أمريكا اللاتينية ومنطقة البحر الكاريبي وافق في عام ٠٩٩١ و ١٩٩١ و ٢٩٩١ على إدخال مجموعة من التعديلات على معاهدة تلاتيلولكو وفتح باب توقيعها وذلك بهدف التمكين من النفاذ الكامل لذلك الصك " .

It would also urge the countries of the region that have not yet done so to deposit their instruments of ratification of the amendments to the Treaty of Tlatelolco approved by the General Conference of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean in its resolutions 267 (E-V), 268 (XII) and 290 (E-VII).
كما أنه يحث بلدان المنطقة التي لم تودع بعد وثائق تصديقها على التعديلات المدخلة على معاهدة تلاتيلولكو والتي أقرها المؤتمر العام لوكالة حظر الأسلحة النووية في أمريكا اللاتينية ومنطقة البحر الكاريبي في قراراته 267 (دإ-5) و 268 (د-12) و 290 (دإ-7)، على أن تفعل ذلك.

وإذ تذكر كذلك بأن المؤتمر العام لوكالة حظر اﻷسلحة النووية في أمريكا اللاتينية ومنطقة البحر الكاريبي وافق على مجموعــة من التعديلات على معاهدة تلاتيلولكو)٢( وفتح باب التوقيع عليها في أعوام ١٩٩٠ و١٩٩١ و١٩٩٢، بهدف تيسير النفاذ التام لذلك الصك،
