It was necessary to put an end to the phenomenon through international cooperation and the adoption of measures such as those provided for in General Assembly resolutions 49/60, of 9 December 1994, and 51/210, of 17 December 1996, which provided for the establishment of an Ad Hoc Committee to elaborate an international convention for the suppression of terrorist bombings.

3. In its resolution 53/111 of 9 December 1998, the General Assembly decided to establish an Ad Hoc Committee to elaborate an international convention against transnational organized crime and to discuss international instruments addressing trafficking in women and children, combating the illicit manufacturing of and trafficking in firearms, and illegal trafficking in and transporting of migrants.
٣- وفي القرار ٣٥/١١١ المؤرخ ٩ كانون اﻷول/ ديسمبر ٨٩٩١، قررت الجمعية العامة انشاء لجنة مخصصة لوضع اتفاقية دولية لمكافحة الجريمة المنظمة عبر الوطنية ولبحث القيام بوضع صكوك دولية للتصدي للاتجار بالنساء واﻷطفال، ومكافحة صنع اﻷسلحة النارية والاتجار بها بصورة غير مشروعة وتهريب المهاجرين ونقلهم على نحو غير مشروع.
