Under article 46, paragraph 2, of the 1986 Vienna Convention, an international organization may not invoke the fact that its consent to be bound by a treaty has been expressed in violation of the rules of the organization regarding competence to conclude treaties as invalidating its consent unless that violation was manifest and concerned a rule of fundamental importance.
فبموجب الفقرة 2 من المادة 46 من معاهدة فيينا، لا يجوز لمنظمة دولية الاحتجاج بأن الإعراب عن رضاها بالارتباط بمعاهدة قد تم انتهاكا لقاعدة من قواعدها تتعلق بالاختصاص بعقد المعاهدات كسبب مبطل لرضاها، ما لم يكن الانتهاك بينا ومتعلقا بقاعدة ذات أهمية أساسية.
