4- وقد طلبت الجمعية العامة، في الفقرة 6 من قرارها 57/278 المؤرخ 20 كانون الأول/ديسمبر 2002، إلى الأمين العام والرؤساء التنفيذيين للصناديق والبرامج التابعة للأمم المتحدة أن يدرسوا هياكل الإدارة، ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها.

5. The General Assembly requested, in its resolution 57/278, paragraph 6, of 20 December 2002, that the Secretary-General and the executive heads of the funds and programmes of the United Nations examine governance structures, principles and accountability throughout the United Nations system.
5 - وقد طلبت الجمعية العامة، في الفقرة 6 من قرارها 57/278 المؤرخ 20 كانون الأول/ديسمبر 2002، إلى الأمين العام والرؤساء التنفيذيين لصناديق الأمم المتحدة وبرامجها أن يدرسوا هياكل الإدارة ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها.

In paragraph 129 of its report, the Board recommended that the Pension Fund consider establishing an audit committee, taking into account paragraph 6 of General Assembly resolution 57/278 A, on the examination of governance structures, principles and accountability throughout the United Nations system.

In this regard, organizations should revert to paragraph 6 of resolution 57/278 A of 20 December 2002, in which the General Assembly requested the Secretary-General and the executive heads of the funds and programmes of the United Nations to examine governance structures, principles and accountability throughout the United Nations system.

The Board noted in its previous report that the General Assembly, in paragraph 6 of its resolution 57/278 A of 20 December 2002, had requested the Secretary-General and the executive heads of the funds and programmes of the United Nations to examine governance structures, principles and accountability throughout the United Nations system.
16 - لاحظ المجلس في تقريره السابق أن الجمعية العامة طلبت، في الفقرة 6 من قرارها 57/278 ألف المؤرخ 20 كانون الأول/ديسمبر 2002()، إلى الأمين العام والرؤساء التنفيذيين للصناديق والبرامج التابعة للأمم المتحدة أن يدرسوا هياكل الإدارة ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها.

The Board noted in its previous report that the General Assembly, in paragraph 6 of its resolution 57/278 A of 20 December 2002, had requested the Secretary-General and the executive heads of the funds and programmes of the United Nations to examine governance structures, principles and accountability throughout the United Nations system.
16- لاحظ المجلس في تقريره السابق أن الجمعية العامة طلبت، في الفقرة 6 من قرارها 57/278 ألف المؤرخ 20 كانون الأول/ديسمبر 2002()، إلى الأمين العام والرؤساء التنفيذيين للصناديق والبرامج التابعة للأمم المتحدة أن يدرسوا هياكل الإدارة ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها.

In this regard, UNITAR should revert to General Assembly resolution 57/278, paragraph 6, of 20 December 2002, requesting " the Secretary-General and the executive heads of the funds and programmes of the United Nations to examine governance structures, principles and accountability throughout the United Nations system " ; better disclosure would be a step towards taking a proactive approach to the review requested by the General Assembly.
وفي هذا الشأن، سيستعين المعهد بالفقرة 6 من قرار الجمعية العامة 57/278 المؤرخ 20 كانون الأول/ديسمبر 2002، التي طلبت إلى الأمين العام والرؤساء التنفيذيين لصناديق الأمم المتحدة وبرامجها أن يدرسوا هياكل الإدارة ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها " ؛ ومن شأن تحسين الكشف عن المعلومات أن يشكل خطوة نحو اتخاذ نهج استباقي للاستعراض الذي طلبته الجمعية العامة.

36- وطلبت الجمعية العامة للأمم المتحدة في الفقرة 6 من القرار 57/278 إلى " الأمين العام للأمم المتحدة والرؤساء التنفيذيين للصناديق والبرامج التابعة للأمم المتحدة أن يدرسوا هياكل الإدارة، ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها " .

Requests the Secretary-General and the executive heads of the funds and programmes of the United Nations to examine governance structures, principles and accountability throughout the United Nations system and to make proposals on the future format and consideration of the reports of the Board of Auditors by the respective executive boards and the General Assembly;
6 - تطلب إلى الأمين العام والرؤساء التنفيذيين للصناديق والبرامج التابعة للأمم المتحدة أن يدرسوا هياكل الإدارة، ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها وأن يقدموا مقترحات بشأن شكل تقارير مجلس مراجعي الحسابات وكيفية النظر فيها من قِبل المجالس التنفيذية المعنية والجمعية العامة في المستقبل؛

In this regard, UNITAR should revert to paragraph 6 of General Assembly resolution 57/278 of 20 December 2002, requesting " the Secretary-General and the executive heads of the funds and programmes of the United Nations to examine governance structures, principles and accountability throughout the United Nations system " , since better disclosure would be a step towards taking a proactive approach to the review requested by the General Assembly.
وفي هذا الشأن، ينبغي للمعهد أن يرجع إلى الفقرة 6 من قرار الجمعية العامة 57/278 المؤرخ 20 كانون الأول/ديسمبر 2002، التي طلبت إلى " الأمين العام والرؤساء التنفيذيين لصناديق الأمم المتحدة وبرامجها أن يدرسوا هياكل الإدارة ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها " لأن من شأن تحسين الكشف عن المعلومات أن يشكل خطوة نحو اتخاذ نهج استباقي للاستعراض الذي طلبته الجمعية العامة.

7. It is recalled that the General Assembly, in its resolution 57/278 A, requested the Secretary-General and the executive heads of the funds and programmes of the United Nations to examine governance structures, principles and accountability throughout the United Nations system and to make proposals on the future format and consideration of the reports of the Board of Auditors by the respective executive boards and the General Assembly.
7 - يجدر بالذكر أن الجمعية العامة طلبت في قرارها 57/278 ألف إلى الأمين العام والرؤساء التنفيذيين للصناديق والبرامج التابعة للأمم المتحدة دراسة هياكل الإدارة، ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها وتقديم مقترحات بشأن شكل تقارير مجلس مراجعي الحسابات وكيفية النظر فيها من قِبل المجالس التنفيذية المعنية والجمعية العامة في المستقبل.

36. In line with United Nations General Assembly resolutions A/57/278A of 20 December 2002 and A/59/264 of 23 December 2004, requesting the Secretary-General and the executive heads of the funds and programmes of the United Nations to examine governance structures, principles and accountability throughout the United Nations system, UNHCR continued to review its organizational design and structure.
36- واصلت المفوّضية استعراض شكلها وهيكلها التنظيميين وفقاً لقراري الجمعية العامة A/57/278A المؤرخ 20 كانون الأول/ديسمبر 2002 وA/59/264 المؤرخ 23 كانون الأول/ديسمبر 2004، اللذين تطلب فيهما إلى الأمين العام والرؤساء التنفيذيين للصناديق والبرامج التابعة للأمم المتحدة أن يدرسوا هياكل الإدارة ومبادئها والمساءلة بشأنها في منظومة الأمم المتحدة بكاملها.
