113. The Third Annual Meeting of Special Rapporteurs/Representatives/Experts and chairmen of working groups of the Commission on Human Rights was held from 28 to 30 May 1996.
١١٣ - عُقد الاجتماع السنوي الثالث للمقررين/الممثلين/الخبراء الخاصين ورؤساء اﻷفرقة العاملة للجنة حقوق اﻹنسان في الفترة من ٢٨ إلى ٣٠ أيار/مايو ١٩٩٦.

The first meeting of special rapporteurs/representatives/experts and chairmen of working groups of the Commission on Human Rights following the World Conference on Human Rights was organized at Geneva from 30 May to 1 June 1994.
٣- وفي أعقاب المؤتمر العالمي لحقوق اﻹنسان، عقد في جنيف في الفترة من ٠٣ أيار/مايو إلى ١ حزيران/يونيه ٤٩٩١ الاجتماع اﻷول للمقررين الخاصين/الممثلين/الخبراء ورؤساء اﻷفرقة العاملة لﻹجراءات الخاصة.

The second meeting of special rapporteurs/representatives/experts and chairmen of working groups of the Commission on Human Rights and of the advisory services programme was organized at Geneva from 29 to 31 May 1995.

3. The first meeting of special rapporteurs/representatives/experts and chairmen of working groups of the special procedures following the World Conference on Human Rights was organized at Geneva from 30 May to 1 June 1994.
٣- وفي أعقاب المؤتمر العالمي لحقوق اﻹنسان، عقد في جنيف في الفترة من ٠٣ أيار/مايو إلى ١ حزيران/يونيه ٤٩٩١ الاجتماع اﻷول للمقررين الخاصين/الممثلين/الخبراء ورؤساء اﻷفرقة العاملة لﻹجراءات الخاصة.

The Special Rapporteur visited Geneva for his third round of consultations from 20 to 23 May 1997 and to attend the fourth meeting of special rapporteurs/representatives, experts and chairmen of working groups of the special procedures of the Commission on Human Rights and of the advisory services programme, which was held from 20 to 23 May.

The first act of the Special Rapporteur was to participate in a meeting of special rapporteurs/representatives/experts and chairmen of working groups of the special procedures of the Commission on Human Rights which was held at Geneva from 29 to 31 May 1995, in accordance with Part II, paragraph 95 of the Vienna Declaration and Programme of Action.

The meeting was organized as a follow-up to the World Conference on Human Rights and to the prior two meetings of special rapporteurs/representatives/ experts and chairmen of working groups of the special procedures and the advisory services programme of the Commission on Human Rights, which were held in 1994 and 1995.
١- نظم الاجتماع في إطار متابعة المؤتمر العالمي لحقوق اﻹنسان والاجتماعين السابقين للمقررين الخاصين/الممثلين/الخبراء ورؤساء اﻷفرقة العاملة لﻹجراءات الخاصة وبرنامج الخدمات الاستشارية للجنة حقوق اﻹنسان اللذين عقدا في عام ٤٩٩١ وعام ٥٩٩١.

Prior to the adoption of the Vienna Declaration and Programme of Action, an informal meeting of special rapporteurs/representatives/experts and chairmen of working groups of the special procedures was held at Geneva during the preparatory process leading to the World Conference on Human Rights.

During the World Conference, a second informal meeting was held at Vienna, to which the special rapporteurs/representatives/experts and chairmen of working groups of the special procedures contributed a joint declaration (A/CONF.157/9).

It also had before it a draft manual for special rapporteurs/representatives/experts and chairmen of working groups of the Commission on Human Rights, a background paper on the restructuring of the Centre for Human Rights, a background paper on administrative questions including budgetary issues, and a background paper concerning the question of terrorism, all of which were prepared by the Secretariat.

٥- وشارك المقرر الخاص في الاجتماع الرابع للمقررين/الممثلين الخاصين والخبراء ورؤساء اﻷفرقة العاملة لﻹجراءات الخاصة للجنة حقوق اﻹنسان وبرنامج الخدمات الاستشارية، الذي عقد في جنيف في الفترة من ٠٢ إلى ٣٢ أيار/مايو ٧٩٩١.

(b) The Chairperson should present a report on his activities to the fifth meeting of special rapporteurs/representatives, experts and chairmen of working groups of the special procedures and the advisory services programme of the Commission on Human Rights;
)ب( وينبغــي للرئيــس أن يقــدم تقريــراً عـن أنشطته إلى الاجتماع الخامس للمقررين الخاصين/الممثلين والخبراء ورؤساء اﻷفرقة العاملة لﻹجراءات الخاصة وبرنامج الخدمات الاستشارية للجنة حقوق اﻹنسان؛

(a) The Chairperson should receive the complaints and concerns of special rapporteurs/representatives, experts and chairmen of working groups of the special procedures and the advisory services programme of the Commission on Human Rights concerning administrative matters and these should be transmitted to the administration and all the competent authorities.
)أ( ينبغي للرئيس أن يتلقى ما يعرب عنه المقررون الخاصون/الممثلون والخبراء ورؤساء اﻷفرقة العاملة لﻹجراءات الخاصة وبرنامج الخدمات الاستشارية للجنة حقوق اﻹنسان من شكاوى وهواجس فيما يتعلق بالشؤون اﻹدارية، وأن ينقلها إلى اﻹدارة وإلى جميع السلطات المختصة.

(c) The Chairperson should transmit a letter to the administration of the United Nations requesting that consideration be given to issuing laissez-passers to special rapporteurs/representatives, experts and chairmen of working groups of the special procedures and the advisory services programme of the Commission on Human Rights when they undertake field missions.
)ج( وينبغي للرئيس أن يوجه رسالة إلى إدارة اﻷمم المتحدة يطلب فيها النظر بعين الاعتبار في إصدار جوازات مرور للمقررين الخاصين/الممثلين والخبراء ورؤساء اﻷفرقة العاملة لﻹجراءات الخاصة وبرنامج الخدمات الاستشارية للجنة حقوق اﻹنسان عندما يقومون بمهام ميدانية.

6. The Special Rapporteur returned to Geneva on two occasions, from 26 to 29 May 1998 and from 17 to 21 August 1998, to hold various meetings, to participate in the fifth meeting of special rapporteurs and special representatives, independent experts and chairmen of working groups of the Commission on Human Rights, and to draft this report.
٦ - وعاد المقرر الخاص إلى جنيف في مناسبتين، اﻷولى في الفترة من ٢٦ إلى ٢٩ أيار/ مايو ١٩٩٨ والثانية في الفترة من ١٧ إلى ٢١ آب/أغسطس ١٩٩٨، وذلك ﻹجراء مشاورات مختلفة، والمشاركة في الاجتماع الخامس للمقررين والممثلين الخاصين والخبراء المستقلين ورؤساء اﻷفرقة العاملة التابعة للجنة حقوق اﻹنسان، وﻹعداد هذا التقرير.
