من أجل زيادة فعالية وكفاءة اﻵليات المالية القائمة، تُنشأ آلية عالمية لتعزيز التدابير التي تفضي إلى تعبئة موارد مالية كبيرة وتوجيهها.

1. The United Nations Convention to Combat Desertification (UNCCD) established the Global Mechanism (GM) as one of its subsidiary bodies to promote actions leading to the mobilization and channelling of substantial financial resources and technology to affected developing country Parties (article 21).
1- أنشأت اتفاقية الأمم المتحدة لمكافحة التصحر الآلية العالمية كواحدة من هيئاتها الفرعية للتشجيع على اتخاذ إجراءات تفضي إلى تعبئة ونقل موارد مالية كبيرة وتكنولوجيا إلى البلدان الأطراف النامية المتأثرة (المادة 21).

The mandate of the GM is to increase the effectiveness and efficiency of existing financial mechanisms and to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology.
والولاية الممنوحة للآلية العالمية هي زيادة فعالية وكفاءة الآليات المالية الراهنة وتشجيع الإجراءات المؤدية إلى تعبئة وتوجيه الموارد المالية الكبيرة بما فيها نقل التكنولوجيا.

(v) Pursuant to article 21, paragraph 4, of the Convention, the basic objective of the GM is to “increase the effectiveness and efficiency of existing financial mechanisms.” To do this, it will generally “promote actions leading to the mobilization and channelling of substantial financial resources” through existing mechanisms.
`٥` عملا بالفقرة ٤ من المادة ١٢ من الاتفاقية يتمثل الهدف اﻷساسي لﻵلية العالمية في " الزيادة في كفاءة وفعالية اﻵليات المالية القائمة " . وليتحقق هذا ستنهض، بصورة عامة، " بالاجراءات التي تؤدي إلى تعبئة وتوجيه موارد مالية كبيرة " عن طريق اﻵليات القائمة.

(d) Increase awareness of the Convention, and promote the participation in its implementation, of identified foundations, academic institutions, non-governmental organizations and other private sector entities and facilitate contacts with them by interested Parties, in order to contribute to the mobilization and channelling of substantial financial resources.
)د( زيادة الوعي بالاتفاقية وتعزيز مشاركة مؤسسات بعينها والمؤسسات اﻷكاديمية والمنظمات غير الحكومية وكيانات القطاع الخاص اﻷخرى في تنفيذ الاتفاقية وتيسير اتصالات اﻷطراف المعنية معها من أجل اﻹسهام في تعبئة وتوجيه موارد مالية كبيرة.

The most important role for the global mechanism was to promote actions leading to the mobilization and channelling of substantial financial resources to developing country parties.
وذكر أن أهم دور لﻵلية العالمية هو تعزيز الاجراءات التي تؤدي إلى تعبئة موارد مالية كبيرة وتوجيهها إلى اﻷطراف من البلدان النامية.

In this context, the Global Mechanism's mandated task of promoting actions leading to the mobilization and channelling of substantial financial resources, forms part of its efforts to increase the efficiency and effectiveness of existing financial mechanisms, as articulated in Article 21 of the Convention, is thus contextualized.
وفي هذا السياق، تشكل المهمة الموكلة إلى الآلية العالمية والمتمثلة في دعم الإجراءات المفضية إلى تعبئة موارد مالية كبيرة وتوجيهها جزءاً من جهودها الرامية إلى زيادة الكفاءة، وهكذا تكون فعالية الآليات المالية القائمة ، كما ورد في المادة 21 من الاتفاقية، قد وُضعت في السياق المناسب.

More precision could be added to these reporting requirements to allow a closer examination and monitoring by the COP of the GM's impact on the mobilization and channelling of substantial financial resources.
