وإذ يساورها بالغ القلق إزاء ارتفاع عدد الحوادث والخسائر التي تنجم عنها بين موظفي الأمم المتحدة والأفراد المرتبطين بها، وإدراكا منها لأهمية السلامة على الطرق في كفالة استمرار عمليات تقديم المساعدة الإنسانية التي تضطلع بها الأمم المتحدة ومنع وقوع خسائر بين المدنيين وبين موظفي الأمم المتحدة والأفراد المرتبطين بها،

وإذ يساورها بالغ القلق إزاء ارتفاع عدد الحوادث والخسائر التي تنجم عنها بين موظفي الأمم المتحدة والأفراد المرتبطين بها، وإدراكا منها لأهمية السلامة على الطرق في كفالة استمرار عمليات تقديم المساعدة الإنسانية التي تضطلع بها الأمم المتحدة ومنع وقوع خسائر بين المدنيين وبين موظفي الأمم المتحدة والأفراد المرتبطين بها، وإذ تأسف في هذا الصدد لوقوع خسائر في الأرواح بين المدنيين نتيجة لهذه الحوادث،
