It should be borne in mind that the practice of injurious dumping had been specifically condemned by GATT 1994 and that the ability to have recourse to anti-dumping and countervailing duty remedies, where warranted, had been an important factor in making possible the significant reductions in tariffs and other trade barriers in recent decades and in sustaining support in both developed and developing countries for continued trade liberalization.
