Perhaps that was due to the fact that, since the State party had joined the Council of Europe and the European Union, European conventions and European Law in general had taken precedence over the Covenant, which had been relegated somewhat to the background, to the point where judges, lawyers, and even more so, the public, were perhaps not even aware that it was still in force in the State party.
