Recalling the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights, and reaffirming that all human rights and fundamental freedoms are indivisible and interrelated and that the promotion and protection of one category of rights should never exempt or excuse States from the promotion and protection of the other rights,

The 1968 Proclamation of Tehran reaffirmed that human rights and fundamental freedoms are indivisible; in the context of that interdependence, the realization of economic, social and cultural rights is of crucial importance for the effective exercise of civil and political rights.
ولقد أكد إعلان طهران لعام ٨٦٩١ من جديد أن حقوق اﻹنسان وحرياته اﻷساسية غير قابلة للتجزئة. لذا كان إعمال الحقوق الاقتصادية والاجتماعية والثقافية يتسم في إطار هذا الترابط، بأهمية حاسمة بالنسبة إلى إعمال الحقوق المدنية والسياسية إعمالاً فعالاً.

In article 6 the Declaration on the Right to Development states unequivocally that " All human rights and fundamental freedoms are indivisible and interdependent " and that they should receive equal attention and urgent consideration.
وينص إعلان الحق في التنمية، بكل وضوح، في المادة ٦ منه على أن " جميع حقوق اﻹنسان والحريات اﻷساسية متلاحمة ومترابطة " ، وينبغي إيلاؤها الاهتمام على قدم المساواة والنظر فيها بنفس القدر من الاستعجال.
