٣٨ - وأنهى كلامه، قائلا إن التطبيق التام لاتفاقية حقوق الطفل وغيرها من صكوك حقوق اﻹنسان والصكوك اﻹنسانية ذات الصلة يجب أن يكون أولوية فورية، إن من الواجب أن يتحول السخط المعنوي إلى عمل ملموس.

Recognizing that in cases not covered by human rights and humanitarian instruments, all persons and groups remain under the protection of the principles of international law derived from established custom from the principles of humanity and the dictates of public conscience;
وإذ يقر بأنه في الحالات التي لا تشملها صكوك حقوق اﻹنسان والصكوك اﻹنسانية يبقى جميع اﻷفراد والجماعات تحت حماية مبادئ القانون الدولي المشتقة من العرف المستقر، ومن مبادئ اﻹنسانية ومما يفرضه الضمير العام؛
