(أ) ينبغي تشجيع الحكومات على تجميع معلومات وقائعية وشاملة ويمكن التعويل عليها بشأن الوضع السائد في بلدانها فيما يتعلق بالاتجار بالمخدِّرات وتعاطيها بصفة غير مشروعة، بغية وضع وتنفيذ استراتيجيات فعالة لمكافحة تعاطي المخدِّرات والحد من تأثيره على مجتمعاتها المحلية؛

In order to do that, we need to act together to break the vicious circle of conflicts and endemic poverty, support the promotion of digital opportunities in Africa and in the least developed countries, help Africa evaluate its priority needs and implement effective strategies so that we can better profit from the introduction of new information and communications technologies in development objectives.
