8. Emphasizes the importance of protecting persons in vulnerable situations, and in that regard expresses its concern about the increase in the activities of transnational and national organized criminal entities and others who profit from crimes against migrants, especially women and children, without regard for dangerous and inhumane conditions and in flagrant violation of national laws and international law;
8 - تشدد على أهمية حماية الأشخاص المستضعفين، وتعرب في هذا الصدد عن قلقها إزاء تزايد أنشطة الكيانات الإجرامية المنظمة العاملة عبر الحدود الوطنية والكيانات الإجرامية المنظمة الوطنية وغيرها من الجهات التي تستفيد من ارتكاب الجرائم ضد المهاجرين، وبخاصة النساء والأطفال، دون اكتراث بالظروف الخطيرة واللاإنسانية التي يعيشونها وفي انتهاك صارخ للقوانين الوطنية والقانون الدولي؛

(a) The increasing activities of transnational and national organized crime and others who profit from crimes against migrants, especially women and children, without regard for dangerous and inhumane conditions and in flagrant violation of domestic laws and international law and contrary to international standards;
(أ) تزايد أنشطة عصابات الجريمة المنظمة عَبر الوطنية والوطنية وأنشطة المستفيدين الآخرين من الجرائم المرتكَبة في حق المهاجرين، ولا سيما النساء والأطفال، دون اكتراث بالظروف الخطرة واللاإنسانية وعلى نحو يشكل انتهاكاً صارخاً للقوانين الداخلية والقانون الدولي ويخالف المعايير الدولية؛

2. Recognizes that the smuggling of illegal migrants is a widespread international criminal activity frequently involving highly organized international syndicates that traffic in human cargo, without regard for the dangerous and inhumane conditions to which illegal migrants are subjected, and in flagrant violation of domestic laws and international standards;
٢ - يسلﱢم بأن تهريب المهاجرين غير الشرعيين بات نشاطا إجراميا دوليا واسع الانتشار وكثيرا ما تتورط فيه عصابات إجرامية دولية محكمة التنظيم تتاجر بشحنات البشر، دون مراعاة لﻷخطار والظروف غير اﻹنسانية التي يتعرض لها المهاجرون غير الشرعيين، وبانتهاك سافر للقوانين المحلية والمعايير الدولية؛

8- تؤكِّد أهمية حماية الأشخاص الذين يكونون في أوضاع تجعلهم عرضة للخطر، وتعرب في هذا الصدد عن قلقها إزاء تزايد أنشطة الكيانات الإجرامية المنظَّمة العاملة عبر الحدود الوطنية والكيانات الإجرامية المنظَّمة الوطنية وغيرها من الجهات التي تستفيد من ارتكاب الجرائم ضد المهاجرين، ولا سيما النساء والأطفال، دون اكتراث بالظروف الخطيرة واللاإنسانية التي يعيشونها وفي انتهاك صارخ للقوانين الوطنية والقانون الدولي؛

Recognizing that organized international criminal groups are becoming increasingly dangerous and active in international trafficking in women and children, without regard to dangerous and inhumane conditions and in flagrant violation of domestic laws and international standards,
وإذ يسلّم بأن الجماعات الاجرامية الدولية المنظمة أخذت تزداد خطورة ونشاطا في الاتجار بالنساء واﻷطفال على الصعيد الدولي، دونما اعتبار للظروف الخطيرة وغير الانسانية وبانتهاك صارخ للقوانين المحلية والمعايير الدولية،
