The words " and is established for the protection of a collective interest " should be omitted, thus allowing all parties to all multilateral treaties and other multilateral obligations to have the status of " interested States " , although in the absence of injury a State would not, of course, be entitled to the full range of remedies available to an injured State.
ويجب حذف عبارة " وكان الغرض منه هو حماية مصلحة جماعية " وبذا يتسنى لكافة الأطراف في المعاهدات المتعددة الأطراف وسائر الالتزامات متعددة الأطراف أن يكون لها مركز " الدولة صاحبة المصلحة " ، علما بأنه إن لم تكن هناك خسارة فلن يكون للدولة، بطبيعة الحال، حق في كامل مجموعة سبل الانتصاف المتاحة للدولة المضرورة.
