While natural disasters affect all countries, they have a disproportionately greater impact on developing countries, including countries with emerging economies, those with economies in transition and those with special circumstances, such as small island developing States and land-locked countries.
وبينما تؤثر الكوارث الطبيعية على جميع البلدان، فإن تأثيرها أكبر بدرجة غير متناسبة على البلدان النامية، بما فيها البلدان ذات الاقتصادات الناشئة، والبلدان التي تمر اقتصاداتها بمرحلة انتقالية، والبلدان التي لها ظروف خاصة كالدول النامية الجزرية الصغيرة والبلدان غير الساحلية.

٢ - في هذا السياق فإن أقل البلدان نموا، والدول الجزرية الصغيرة النامية، والبلدان غير الساحلية هي أكثر البلدان قابلية للتأثر نظرا ﻷنها أقل البلدان امتلاكا لوسائل تخفيف آثار الكوارث.

Both coastal and land-locked countries often adopt protectionist measures which hamper transit transport services at regional level and increase their costs.
٣- وكثيرا ما تعتمد البلدان الساحلية والبلدان غير الساحلية على حد سواء تدابير حمائية تعرقل خدمات حركة النقل العابر على الصعيد اﻹقليمي وتزيد من تكاليفها.

61. The Heads of State or Government noted with deep concern that economic growth in the least developed countries and land-locked countries was not satisfactory and emphasized the need to take special measures for accelerating the process of development.
٦١ - لاحظ رؤساء الدول أو الحكومات مع بالغ القلق أن النمو الاقتصادي في أقل البلدان نموا والبلدان غير الساحلية غير مرض، وشددوا على الحاجة الى اتخاذ تدابير خاصة من أجل التعجيل بعملية التنمية.

In this regard, the institutional reform of UNCTAD should enable it to play a more pro-active role in assisting developing countries, especially those in Africa, LDCs and land-locked countries, to participate effectively in the global economy.
وينبغي في هذا الصدد أن يمكﱢن الاصلاح المؤسسي اﻷونكتاد من القيام بدور تحضيري أكبر في مساعدة البلدان النامية، ولا سيما بلدان افريقيا وأقل البلدان نمواً والبلدان غير الساحلية على المشاركة بفعالية في الاقتصاد العالمي.

31. With regard to the harmonization of transit transport policies, a specific area where considerable progress can be made is elaboration of working arrangements and ongoing discussions between key operational units, for example customs authorities or railway organizations in transit and land-locked countries.
١٣ - وفيما يتعلق بالتوفيق بين سياسات النقل العابر، يتمثل مجال محدد يمكن إحراز تقدم كبير فيه في وضع ترتيبات عمل وإجراء مناقشات متواصلة بين وحدات التشغيل الرئيسية وعلى سبيل المثال السلطات الجمركية أو مؤسسات السكك الحديدية في بلدان المرور العابر والبلدان غير الساحلية.

33. The agenda for development should aim at the optimum utilization of scarce financial resources and should adjust its recommendations according to the diverse problems faced by the developing countries, particularly the least developed countries, small island developing States and land-locked countries.
٣٣ - ويجب أن تهدف خطة للتنمية إلى تحقيق الاستخدام اﻷمثل للموارد المالية المحدودة المتاحة واﻹعراب عن توصيات وفقا لمختلف المشاكل التي تواجه البلدان النامية وبخاصة أقل البلدان نموا والدول الجزرية الصغيرة والبلدان غير الساحلية.

10 Appreciates the efforts of the Islamic Chamber of Commerce and Industry in initiating a proposal of activating private sector in Islamic Least Developed Countries and land-locked countries by establishing a Network of Small and Medium Enterprises (SMEs) in these countries.
10 - يشيد بجهود الغرفة الإسلامية للتجارة والصناعة في تقديم اقتراح لتنشيط القطاع الخاص في البلدان الإسلامية الأقل نموا والبلدان غير الساحلية وذلك عن طريق إنشاء شبكة من المؤسسات الصغيرة والمتوسطة الحجم في هذه البلدان؛

10 Appreciates the efforts of the Islamic Chamber of Commerce and Industry in initiating a proposal of activating private sector in Islamic Least Developed Countries and land-locked countries by establishing a Network of Small and Medium Enterprises (SMEs) in these countries.
10 - يشيد بجهود الغرفة الإسلامية للتجارة والصناعة في تقديم اقتراح لتنشيط القطاع الخاص في البلدان الإسلامية الأقل نموا والبلدان غير الساحلية وذلك عن طريق إنشاء شبكة من المؤسسات الصغيرة والمتوسطة الحجم في هذه البلدان.

(d) Regional and subregional cooperation in promoting the expansion, diversification and modernization of productive capacities in African countries, in particular the LDCs and land-locked countries.
