Taking into consideration its statement on racial discrimination and measures to combat terrorism of 8 March 2002 (A/57/18), the Committee regrets the rendition under suspicion of terrorism of Mr. Khaled al-Masri, a German citizen of Lebanese origin, to a third country for purposes of detention and interrogation.
275- واللجنة، إذ تضع في اعتبارها بيانها المتعلق بالتمييز العنصري وتدابير مكافحة الإرهاب المؤرخ 8 آذار/مارس 2002 (A/57/18)، تأسف لتسليم السيد خالد المصري، وهو مواطن ألماني من أصل لبناني، مشتبه في تورطه في الإرهاب، إلى بلد ثالث لأغراض احتجازه واستجوابه.

The Committee also recalls its Statement on racial discrimination and measures to combat terrorism (A/57/18), according to which States parties to the Convention are under an obligation to ensure that measures taken in the struggle against terrorism do not discriminate in purpose or effect on grounds of race, colour, descent or national or ethnic origin.
وتذكر اللجنة أيضاً ببيانها المتعلق بالتمييز العنصري وتدابير مكافحة الإرهاب (A/57/18)، الذي يقضي بأن الدول الأطراف في الاتفاقية ملزمة بضمان ألا تكون التدابير المتخذة في سياق مكافحة الإرهاب تمييزية في غرضها أو في مفعولها على أساس العرق أو اللون أو النسب أو الأصل القومي أو الإثني.

The Committee draws the State party's attention to its statement on racial discrimination and measures to combat terrorism of 8 March 2002 (A/57/18, chap. XI, sect. C) and recommends that it undertake sensitization campaigns against stereotypes associating certain groups with terrorism.

توصي اللجنة الدولة الطرف بأن تحرص على ضمان تطبيق الضمانات القانونية الأساسية على الأشخاص الذين يُشتبه في تورطهم في الإرهاب، خاصةً إذا كانوا يحملون جنسية أجنبية، مع مراعاة الإعلان الذي اعتمدته اللجنة في 8 آذار/مارس 2002 بشأن التمييز العنصري وتدابير مكافحة الإرهاب (A/57/18، الفقرة 514).

The Committee notes the submission in November 2002 to the House of Representatives of two bills: one relating to " foreigners' entry into and residence in the Kingdom of Morocco, illegal immigration and emigration " , and the other to terrorism, and draws the State party's attention to the statement on racial discrimination and measures to combat terrorism adopted by the Committee on 8 March 2002 (A/57/18, chap. XI, sect. C).
