The Declaration assigns to States the right and the duty to formulate appropriate national development policies, aimed at the constant improvement of the well-being of the entire population and of all individuals.
ويعهد الإعلان إلى الدول بحق وواجب صياغة سياسات إنمائية وطنية ملائمة تهدف إلى التحسين المستمر لرفاه كامل السكان وجميع الأفراد.

Accordingly, specific provisions have to be put in place to ensure that development is a comprehensive economic, social, cultural and political process which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom.
وبناء عليه، يتعين وضع الأحكام المحددة لضمان أن تكون التنمية عملية اقتصادية واجتماعية وسياسية شاملة، ترمي إلى التحسين المستمر في رفاه سائر السكان وجميع الأفراد على أساس مشاركتهم الفعالة والحرة والقيّمة في التنمية والتوزيع العادل للمنافع التي تتأتى من ذلك.

It recognizes that development is a comprehensive economic, social, cultural and political process, which aims at the constant improvement in the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and at the fair distribution of benefits resulting therefrom.
ويسلم بأن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تهدف إلى التحسين المستمر لرفاهية جميع السكان وجميع الأفراد على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفي التوزيع العادل للفوائد الناجمة عنها.

72. It is in the nature of the right to development that the issues addressed touch on all aspects of the global economy and domestic policy that affect development and the constant improvement of the well-being of the entire population and of all individuals.
72- ومن بين السمات التي تميز الحق في التنمية أن القضايا التي تعالج في إطاره تمس جميع جوانب الاقتصاد العالمي والسياسة الحكومية التي تؤثر في التنمية وزيادة رفاهية السكان كافة والأفراد جميعهم باستمرار.

The Declaration on the Right to Development recognizes that development is a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom, without any kind of discrimination.
ويسلِّم إعلان الحق في التنمية بأن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاه السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها، دون أي نوع من أنواع التمييز.

(m) The extent to which policies supported by a partnership ensure the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free, and meaningful participation in development and in the fair distribution of the benefits resulting therefrom, as required by article 2, paragraph 3, of the Declaration on the Right to Development;

Specifically, the Declaration recognizes that development is a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom.

12. The right to development was a comprehensive economic, social, cultural and political process, aimed at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom.
12- والحق في التنمية هو عملية إقتصادية وإجتماعية وثقافية وسياسية شاملة، تستهدف التحسين المتواصل لرفاه كل السكان وجميع الأفراد بناءً على مشاركتهم مشاركة نشطة وحرة وهادفة في التنمية وفي التوزيع العادل للمنافع الناجمة عن ذلك.

17. The first obligation of any State, and a key component of its raison d'être, is the duty to protect the lives of its citizens and of all individuals within its territory or subject to its jurisdiction (A/66/310, para. 20).
17- يتمثل الالتزام الأول لأي دولة وعلة وجودها الرئيسية في حماية حياة مواطنيها وجميع الأفراد المقيمين على أراضيها أو الخاضعين لولايتها (A/66/310، الفقرة 20).

From the point of view of recipient countries, this implied, inter alia, that States had the right and the duty to formulate policies that aimed at good governance and at the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free and meaningful participation in development and in the fair and transparent distribution of the benefits resulting therefrom.
وهذا يعني، من وجهة نظر البلدان المتلقية، فيما يعنيه، أن للدول الحق في صياغة سياسات ترمي إلى تحقيق الإدارة الرشيدة وتحسين رفاه السكان برمتهم وجميع الأفراد بشكل دائم استناداً إلى مشاركتهم النشطة الحرة وذات المغزى في التنمية وفي توزيع المنافع المنجرَّة عن ذلك في إطار العدالة والشفافية، بل إن الواجب يحتم على تلك الدول القيام بذلك.

Decisions 21/COP.9, 11/COP.8, 15/COP.5, 15/COP.4, 15/COP.3 and 13/COP.2 deal with the need to ensure a better gender balance and representation of all relevant disciplines, and of all individuals with expertise on desertification, land degradation and drought;
(ج) وتتناول المقررات 21/م أ-9، و11/م أ-8، و15/م أ-5، و15/م أ-4، و15/م أ-3، و13/م أ-2 ضرورة ضمان تحقيق توازن أفضل بين الجنسين وتمثيل لجميع الاختصاصات ذات الصلة وجميع الأفراد ذوي الخبرة في مجال التصحر وتردي الأراضي والجفاف؛

For example, according to article 2, paragraph 3, such a development process would be " the constant improvement of the well-being of the entire population and of all individuals, on the basis of their actions, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom " .
فعلى سبيل المثال تفيد الفقرة 3 من المادة 2 على أن من شأن هذه العملية " التحسين المستمر لرفاهية جميع السكان وجميع الأفراد على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها " .

The declaration defines the appropriate national development policies, which States have the right and the duty to formulate, namely those " that aim at the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom (art. 2).
ويحدد البيان السياسات الإنمائية الوطنية الملائمة التي يحق للدول، بل وينبغي لها، أن تضعها، أي تلك " التي تهدف إلى التحسين المستمر لرفاهية جميع السكان وجميع الأفراد على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفى التوزيع العادل للفوائد الناجمة عنها " (المادة 2).

17. Finally, article 2 of the Declaration makes it clear that " States have the right and the duty to formulate appropriate national development policies that aim at the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom. "
17- وأخيراً، توضح المادة 2 من الإعلان أن " من حق الدول ومن واجبها وضع سياسات إنمائية وطنية ملائمة تهدف إلى التحسين المستمر لرفاهية جميع السكان وجميع الأفراد على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفي التوزيع العادل للفوائد الناجمة عنها " .

The preamble of the Declaration defines development as a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom.
وتعرّف ديباجة الإعلان التنمية بأنها عملية اقتصادية واجتماعية وثقافية وسياسية شاملة غايتها تحسين رفاهية السكان كافةً والأفراد جميعهم باستمرار على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها.

28. In adopting the Declaration on the Right to Development, the General Assembly, in resolution 41/128, recognized that development is a comprehensive, cultural, political, economic, and social process which aims at constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and the fair distribution of benefits resulting therefrom.
28- اعترفت الجمعية العامة، باعتمادها إعلان الحق في التنمية في القرار 41/128، أن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها.

The right to development as the " constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom " must also be taken into consideration.
ويجب أن يوضع في الحسبان أيضاً الحق في التنمية الذي يرمي إلى " التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفى التوزيع العادل للفوائد الناجمة عنها " ().
