At its fifty-sixth session, the General Assembly requested me to prepare a comprehensive review of the management and operations of the Department of Public Information to ascertain how the Department can better fulfil its responsibilities.
ولقد طلبت إلـيَّ الجمعية العامة، في دورتها السادسة والخمسين، أن أعد استعراضا شاملا لكيفية إدارة وعمليات إدارة شؤون الإعلام لتحديد الكيفية التي يمكن لها بها الاضطلاع بمسؤولياتها على نحو أفضل.

A comprehensive review on the management and operations of the Department of Public Information was undertaken in 2002, pursuant to General Assembly resolution 56/253 of 24 December 2001.
وتم القيام باستعراض شامل لطرائق إدارة وعمليات إدارة شؤون الإعلام في سنة 2002 عملا بما ورد في قرار الجمعية العامة 56/253 المؤرخ 24 كانون الأول/ديسمبر 2001.

67. It must be reiterated that specific proposals for the reform of the Department will be included in the forthcoming report of the Secretary-General on the comprehensive review of the management and operations of the Department of Public Information.
67 - ويجب التأكيد من جديد بأن التقرير المقبل للأمين العام عن الاستعراض الشامل لتنظيم وعمليات إدارة شؤون الإعلام سيشتمل على اقتراحات محددة لإصلاح الإدارة.

The General Assembly emphasized the need for a comprehensive policy framework, particularly in the areas of threat and risk assessment, cooperation with host countries, cost-sharing arrangements and operations of the Department of Safety and Security, including the effectiveness of the security level system.
وأكّدت الجمعيــة العامة على الحاجة إلى إطار شامــل للسياســات وخاصة في مجالات تقييم التهديدات والأخطار، والتعاون مع البلدان المضيفة وتقاسم الترتيبات وعمليات إدارة شؤون السلامــة والأمن بما في ذلك فعالية نظام مستوى الأمن.

3. In line with the reform programme of the Secretary-General, a comprehensive review of the management and operations of the Department was carried out in 2002 by an external consultancy firm.
3 - وتمشيا مع برنامج الأمين العام للإصلاح، أجرت شركة استشارية خارجية في عام 2002 استعراضا شاملا لتنظيم وعمليات الإدارة.

4. Welcomes the efforts of the Secretary-General to conduct and submit a comprehensive review on the management and operations of the Department of Public Information to the General Assembly at its fifty-seventh session, and encourages the Secretary-General to present wide-ranging innovative proposals for the Department that should take into account the issue raised in the current resolution;
4 - ترحب بالجهود التي يبذلها الأمين العام لإجراء استعراض شامل لتنظيم وعمليات إدارة شؤون الإعلام وتقديمه إلى الجمعية العامة في دورتها السابعة والخمسين، وتشجع الأمين العام على تقديم مقترحات ابتكارية واسعة النطاق للإدارة تأخذ في الاعتبار المسألة المثارة في هذا القرار؛

14. Notes the intention of the Secretary-General to conduct a comprehensive review of the management and operations of the Department of Public Information and to report thereon to the General Assembly at its fifty-seventh session in accordance with resolution 56/253, and recognizes that the comprehensive review of the Department is intended to facilitate the process of reorientation;
14 - تحيط علما باعتزام الأمين العام إجراء استعراض شامل لتنظيم وعمليات إدارة شؤون الإعلام وتقديم تقرير عن ذلك إلى الجمعية العامة في دورتها السابعة والخمسين وفقا لقرارها 56/253، وتعترف بأن الاستعراض الشامل للإدارة يراد به تسهيل عملية إعادة التوجيه؛

38. Requests the Secretary-General to include in his comprehensive review of the management and operations of the Department of Public Information the results of the ongoing review by the Office of Internal Oversight Services of the Secretariat on this matter and information on the involvement of the Department in the United Nations houses initiative;
38 - تطلب إلى الأمين العام أن يدرج في استعراضه الشامل لتنظيم وعمليات إدارة شؤون الإعلام نتائج الاستعراض المستمر الذي يجريه مكتب خدمات الرقابة الداخلية بالأمانة العامة بشأن هذه المسألة ومعلومات عن مشاركة الإدارة في مبادرات دور الأمم المتحدة؛

The Secretary-General reasons that the functions performed by the units are ongoing and fully integrated into the mandate and operations of the Department of Peacekeeping Operations/Department of Field Support and are not to be considered temporary in nature (A/62/758, para. 75).

2. The General Assembly, in its resolution 61/263, emphasized the need for a comprehensive safety and security policy framework at the United Nations that provides the basis for threat and risk assessment, cooperation with host countries, cost-sharing arrangements and operations of the Department of Safety and Security, and requested the Secretary-General to present such a framework to it at the first part of its resumed sixty-second session.

24. The Group was concerned that the Secretary-General had not yet reported on the development of a comprehensive safety and security policy framework at the United Nations that would provide guidelines for threat and risk assessment, cooperation with host countries, cost-sharing arrangements and operations of the Department of Safety and Security, as requested by the General Assembly in its resolution 61/263.
24 - وقال إن القلق يساور المجموعة لأن الأمين العام لم يقدم تقريرا حتى الآن عن حالة السلامة والأمن الشاملين في إطار السياسة العامة للأمم المتحدة يقدم مبادئ توجيهية لتقييم التهديدات والمخاطر، والتعاون مع البلدان المضيفة، وترتيبات تقاسم التكاليف وعمليات إدارة شؤون السلامة والأمن، على نحو ما طلبته الجمعية العامة في قرارها 61/263.

While, in the end, the General Assembly approved the relevant section of the programme budget, in the same resolution, resolution 56/253 of Christmas Eve 2001, it requested the Secretary-General to conduct a comprehensive review of the management and operations of the Department.
ورغم أن الجمعية العامة وافقت، في نهاية المطاف، على الجزء المتصل بالميزانية البرنامجية، طلبت الجمعية إلى الأمين العام، في القرار نفسه، وهو القرار 56/253 المتخذ عشية عيد الميلاد لعام 2001، أن يجري استعراضا شاملا لتنظيم وعمليات الإدارة.
