With the aim of ensuring that regional and subregional centres for capacity-building and the transfer of technology are able to address the needs of developing country Parties and Parties with economies in transition in implementing their obligations under the Stockholm Convention, in particular the priorities set out in their national implementation plans, the process for selecting regional and subregional centres will be undertaken as follows:
5 - وبغية كفالة أن تكون المراكز الإقليمية ودون الإقليمية لبناء القدرات ونقل التكنولوجيا قادرة على تلبية احتياجات البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في مجال تنفيذ التزاماتها بموجب اتفاقية استكهولم، ولا سيما الأولويات المنصوص عليها في خططها الوطنية للتنفيذ يتم الاضطلاع بعملية اختيار المراكز الإقليمية ودون الإقليمية على النحو التالي:

The Fund provides financial support for: (a) technical assistance, training and capacity-building; (b) Basel Convention Regional Centers; (c) participation of the representatives of developing country parties and Parties with economies in transition in convention meetings; and (d) cases of emergency assistance and compensation for damage resulting from transboundary movements of hazardous wastes and other wastes and their disposal.

The financial mechanism of the Stockholm Convention supports developing country Parties and Parties with economies in transition in meeting the agreed full incremental costs of implementing measures that fulfil their obligations under the Convention.
