Recognizing that Cambodia's tragic recent history requires special measures to assure the promotion and protection of the human rights of all people in Cambodia and the non-return to the policies and practices of the past, as stipulated in the Paris Agreements (A/46/608-S/23177),
وإذ تعترف بأن تاريخ كمبوديا الحديث الفاجع يتطلب اتخاذ تدابير خاصة على النحو المنصوص عليه في اتفاقات باريس لتأمين تعزيز وحماية حقوق اﻹنسان لجميع السكان في كمبوديا وعدم العودة الى سياسات الماضي وممارساته (A/46/608-S/23177)،

As contained in the preamble to resolution 1993/6, the Commission took note of the Agreement on a Comprehensive Political Settlement of the Cambodia Conflict, signed in Paris by the four Cambodian parties on 23 October 1991, and recognized that: " Cambodia's tragic recent history requires special measures to assure the protection of human rights and the non-return to the policies and practices of the past. "
٦ - وكما يرد في ديباجة قرار لجنة حقوق الانسان ١٩٩٣/٦، فإن الاتفاق بشأن ايجاد تسوية سياسية شاملة للنزاع في كمبوديا الذي وقعت عليه اﻷطراف الكمبودية اﻷربعة في باريس في ٢٣ تشرين اﻷول/اكتوبر ١٩٩١، قد اعترف بأن: " تاريخ كمبوديا الحديث الفاجع يتطلب اتخاذ تدابير خاصة لتأمين حماية حقوق الانسان وعدم العودة إلى سياسات الماضي وممارساته " .

In these Agreements, the Cambodian authorities undertook to protect human rights, including the right of citizens to defend their rights, and to ensure that the policies and practices of the past would never return.
وقد تعهدت السلطات الكمبودية، بموجب هذا الاتفاق، بحماية حقوق الإنسان، بما فيها حق المواطنين في الدفاع عن حقوقهم، وبضمان التخلي إلى الأبد عن السياسات والممارسات الماضية.
