The International Covenant on Civil and Political Rights provides for the rights of peoples to selfdetermination besides the right of ethnic, religious or linguistic minorities to enjoy their own culture, to profess and practise their own religion or to use their own language.
وينص العهد الدولي الخاص بالحقوق المدنية والسياسية على حق الشعوب في تقرير المصير وينص علاوة على ذلك على حق الأقليات العرقية أو الدينية أو اللغوية في التمتع بثقافتها أو في المجاهرة بدينها وممارسة شعائره أو في استخدام لغتها.

The Special Rapporteur wishes to emphasize that States have an obligation under international human rights law to guarantee the right of minorities to profess and practise their own religion.

Article 27 of the Covenant provides that, in those States in which ethnic, religious or linguistic minorities exist, persons belonging to these minorities shall not be denied the right, in community with the other members of their group, to enjoy their own culture, to profess and practise their own religion, or to use their own language.
فالمادة 27 من العهد تنص على أنه لا يجوز في الدول التي توجد فيها أقليات إثنية أو دينية أو لغوية أن يحرم الأشخاص المنتسبون إلى الأقليات المذكورة من حق التمتع بثقافتهم الخاصة أو المجاهرة بدينهم أو إقامة شعائره أو استخدام لغتهم، بالاشتراك مع الأعضاء الآخرين في جماعتهم.

وفي الحالات التي يشكل فيها الأجانب أقلية بالمعنى الذي قصدت إليه المادة 27 فلا يجوز حرمانهم من التمتع بالاشتراك مع سائر أفراد جماعتهم بثقافتهم الخاصة والمجاهرة بدينهم الخاص وممارسة شعائره واستخدام لغتهم.

56. For the Human Rights Committee, article 27 of the International Covenant on Civil and Political Rights, e.g., the right of minorities to enjoy their own culture, to profess and practise their own religion, or to use their own language, applies to migrant workers (general comment No. 23, paras. 5.1 and 5.2).
56 - وترى اللجنة المعنية بحقوق الإنسان أن أحكام المادة 27 من العهد الدولي الخاص بالحقوق المدنية والسياسية، أي حقوق الأشخاص المنتمين إلى أقليات في التمتع بثقافتهم الخاصة وإعلان وممارسة دينهم الخاص واستخدام لغتهم الخاصة، تنطبق على العمال المهاجرين (التعليق العام رقم 23، الفقرتان 5-1 و 5-2).

Likewise, the Covenant protects the rights of minorities, where they exist in a country, by stipulating, in article 27, that minorities shall not be denied the right, in community with the other members of their group, to enjoy their own culture, to profess and practise their own religion or to use their own language.
وبالمثل، يحمي العهد حقوق الأقليات، حيثما وُجدت في أي بلد، إذ نص في المادة 27 على عدم جواز حرمان الأشخاص المنتسبين لتلك الأقليات " من حق التمتع بثقافتهم الخاصة أو المجاهرة بدينهم أو إقامة شعائره أو استخدام لغتهم " .

Article 27 of the International Covenant on Civil and Political Rights (ICCPR) recognizes that " In those States in which ethnic, religious or linguistic minorities exist, persons belonging to such minorities shall not be denied the right, in community with the other members of their group, to enjoy their own culture, to profess and practise their own religion or to use their own language " .
إذ إن المادة 27 من العهد الخاص بالحقوق المدنية والسياسية تعترف بأنه " لا يجوز، في الدول التي توجد فيها أقليات إثنية أو دينية أو لغوية، أن يحرم الأشخاص المنتسبون إلى الأقليات المذكورة من حق التمتع بثقافتهم الخاصة أو المجاهرة بدينهم أو إقامة شعائره أو استخدام لغتهم، بالاشتراك مع الأعضاء الآخرين في جماعتهم " (2).

Article 27 of the ICCPR provides as follows: " In those States in which ethnic, religious or linguistic minorities exist, persons belonging to such minorities shall not be denied the right, in community with the other members of their group, to enjoy their own culture, to profess and practise their own religion, or to use their own language. "
وتنص المادة 27 من العهد الدولي الخاص بالحقوق المدنية والسياسية على ما يلي: " لا يجوز، في الدول التي توجد فيها أقليات إثنية أو دينية أو لغوية، أن يُحرم الأشخاص المنتسبون إلى الأقليات المذكورة من حق التمتع بثقافتهم الخاصة أو المجاهرة بدينهم أو إقامة شعائره أو استخدام لغتهم، بالاشتراك مع الأعضاء الآخرين في جماعتهم " .

The World Conference further stated that those persons have the right to enjoy their own culture, to profess and practise their own religion and to use their own language in private and in public, freely and without interference or any form of discrimination.
وأعلن المؤتمر العالمي كذلك أنه يحق لهؤلاء اﻷشخاص التمتع بثقافتهم وبإعلان وممارسة ديانتهم وحرية استعمال لغتهم سرا وعلانية ودون تدخل أو أي شكل من أشكال التمييز.
