The answer is indisputable, and the Committee should ask these questions of itself each time it decides on a case.
8- فأي من هذين التفسيرين يحقق أهداف العهد ومقاصده على نحو أفضل؟ وأي تفسير يسْهم بشكل أفضل في التنفيذ الفعّال للعهد الدولي الخاص بالحقوق المدنية والسياسية؟ وأيهما يضمن حقوق الأفراد بشكل أفضل؟ والجواب لا يقبل الجدل، وينبغي للجنة أن تطرح هذه الأسئلة على نفسها في كل مرة تتخذ فيها قراراً بشأن قضية من القضايا.

A reservation accordingly shall be understood and interpreted in its context and in the light not only of its own object and purpose, but also of the object and purpose of the Covenant and its reserved article.
