In particular, the Special Rapporteur notes the conclusions and recommendations of the Committee against Torture at its fifteenth session, to the effect that information before it appears to indicate the existence of a systematic practice, that the crime of torture is hardly punished and that the law of Colombia is not in accordance with several of its obligations under the Convention against Torture.
ويحيط المقرر الخاص علما باستنتاجات وتوصيات لجنة مناهضة التعذيب في دورتها الخمسين، وهي استنتاجات وتوصيات تفيد بأن المعلومات المتاحة للجنة تبين وجود ممارسة منتظمة للتعذيب، وأن جناية التعذيب قلما تعاقب، وأن قانون كولومبيا لا يتمشى مع العديد من التزاماتها النابعة من اتفاقية مناهضة التعذيب.

The Committee reiterates the concern expressed in the conclusions and recommendations of the Committee against Torture (CAT/C/CR/31/6) regarding the fact that the Criminal Code exempts a rapist from punishment if he subsequently marries the victim.
وتؤكد اللجنة مجددا القلق الذي أعرب عنه في استنتاجات وتوصيات لجنة مناهضة التعذيب (CAT/C/CR/31/6) لأن القانون الجنائي يعفي المغتصب من العقوبة إذا تزوج الضحية لاحقا.
