Whereas many countries only began to be affected by landmines and remnants of war in the mid-1960s, in the Libyan Arab Jamahiriya these problems are not recent.
لم تكن مشكلة اﻷلغام ومخلفات الحروب في ليبيا حديثة العهد كما هو الحال بالنسبة للعديد من الدول التي أصبحت تعاني في أغلبها من هذه المشكلة مع منتصف الستينات.

The problem of landmines and remnants of war on Libyan territory is well known at the international level, since it is the result of a world war in which most of the land battles were conducted on Libyan territory.
إن مشكلة اﻷلغام ومخلفات الحروب على اﻷراضي الليبية مشكلة معروفة على المستوى الدولي، ﻷنها نتيجة حرب عالمية دارت رحى أكثر معاركها البرية على اﻷراضي الليبية.

The country therefore not only had the ill fate to be destroyed during military operations, but was also bequeathed a deadly and onerous legacy from those operations, namely, landmines and remnants of war.
ولذا لم يكن فقط من نصيب هذه اﻷراضي الدمار الذي تعرضت له أثناء العمليات الحربية، بل أيضا، اﻹرث المميت والباهظ لهذه العمليات وهي اﻷلغام ومخلفات الحروب.

With regard to landmines and remnants of war, we would like to refer to the fact that my country continues to suffer from the presence of a large number of unexploded mines and remnants of war dating back to the past century. They have resulted in death and injury for thousands of civilians, hindering our development and preventing investment in those contaminated areas.
أما بخصوص الألغام ومخلفات الحروب، فنود الإشارة إلى أن بلادي ما زالت تعاني من وجود العدد الهائل منها منذ القرن الماضي، مما تسبب بقتل وجرح آلاف الضحايا المدنيين، وعرقلة مسيرة التنمية وحركة الاستثمار في المناطق المزروعة بالألغام ومخلفات الحروب.

5. The limited human, technical and material national resources have been concentrated on sweeping areas where mines and remnants of war are known to be present, and where their location has been established by citizens' reports on the accidents they have caused or by companies carrying out development projects.
]٥[ - حشد اﻹمكانيات الوطنية، المحدودة بشريا وفنيا وماديا، وذلك بمسح اﻷماكن التي ثبت تواجد ألغام ومخلفات حروب بها من واقع بلاغات المواطنين عن الحوادث الناتجة عن اﻷلغام ومخلفات الحروب أو من الشركات المنفذة لمشاريع التنمية، ونزع هذه المخلفات وتفجيرها باﻹمكانيات الذاتية لوحدات الدفاع المدني.

In accordance with General Assembly resolution 48/7 adopted on 19 October 1993, the Libyan Arab Jamahiriya submitted a preliminary study prepared by Libyan experts on estimated losses of lives and property as a result of mines and remnants of war on Libyan territory (A/49/357/Add.1).
* وتجاوبا مع قرار الجمعية العامة رقم ٤٨/٧ الصادر بتاريخ ١٩ تشرين اﻷول/اكتوبر ١٩٩٣ قدمت الجماهيرية العربية الليبية دراسة أولية أعدها خبراء ليبيون عن تقدير الخسائر في اﻷرواح واﻷموال من جراء اﻷلغام ومخلفات الحروب على اﻷراضي الليبية ]الوثيقة [A/49/357/Add.1.

Unfortunately, however, it was discovered in regions thick with mines and remnants of war centred around the Gulf of Sirte and south of Jabal al-Akhdar.

As regards the issue of landmines, many regions of the world suffer from the proliferation of mines and remnants of war on their territories. These threaten the lives of millions of people, cause alarm, instability and insecurity, and impede plans for development and progress.
فيما يتعلق بمسائل الألغام الأرضية، فإن كثيرا من مناطق العالم تعاني من انتشار الألغام ومخلفات الحروب المتفجرة على أراضيها، الأمر الذي يهدد أرواح الملايين من البشر ويبعث على الفزع وعدم الاستقرار والطمأنينة ويعيق خطط التنمية والتطور.

Since 1969 the Libyan authorities have given the problem of landmines and remnants of war the very highest priority at national and international levels, in view of their correlation to the implementation of development plans, and in order to deal with a source of danger that continues to destroy innocent human lives and cause heavy material losses.
* لقد أولت السلطات الليبية منذ عام ٩٦٩١ مسألة اﻷلغام ومخلفات الحروب أهمية بالغة على المستويين الوطني والدولي، لارتباطها بتنفيذ مشاريع التنمية من جهة وللقضاء على مصدر خطر، كان ولا يزال يزهق اﻷرواح البشرية البريئة ويتسبب في خسائر مادية فادحة.

Between 1956 and 1975,8 these losses amounted to LD 47.3 million, the oil companies having resorted to subcontracting specialist firms to detect, defuse and detonate mines and remnants of war in the concession areas.
ومنذ بداية العمليات الاستكشافية عام ١٩٥٦ تكبــد هـذا القطاع خسائر فعلية انفقت على تطهير اﻷلغام ومخلفات الحروب وبلغت خلال الفترة ما بين ١٩٥٦-١٩٧٥ ما مجموعه ٤٧,٣ مليون دينار ليبي)٨(.

(d) The demands of the Libyan Arab Jamahiriya concerning mines and remnants of war on its territory are just, resting as they do on legal and moral foundations.
)د( إن مطالب الجماهيرية العربية الليبية فيما يتعلق باﻷلغام ومخلفات الحروب عن أراضيها عادلة، ﻷنها تستند على أسس قانونية وأخلاقية.

The difficulties experienced in the search for mines and remnants of war on Libyan territory due to the lack of maps and precise data on location, number and type, in addition to the fact that they are scattered at random over an extensive area, make it hard to give a comprehensive and precise report on the human and material losses caused by landmines and remnants of war in the Libyan Arab Jamahiriya.
وبقدر ما تمثل في عملية الكشف عن اﻷلغام ومخلفات الحروب باﻷراضي الليبية من صعوبة في ضوء عدم توفر خرائط ومعلومات دقيقة عن أماكنها وأعدادها وأنواعها، إضافة إلى تناثرها بشكل عشوائي فوق رقعة من اﻷراض الشاسعة، فإنه من الصعوبة بمكان أيضا وضع تقرير شامل ودقيق عن اﻷضرار البشرية والمادية الناجمة عن اﻷلغام ومخلفات الحروب في ليبيا ﻷسباب عديدة أهمها:

Lack of concern for the removal of landmines and remnants of war in the period immediately subsequent to the end of Italian colonialism in Libya. This applied equally during the period of foreign (United Kingdom and France) administration from 1945 to 1951, while the future of the country was determined, and the period from 1952 to 1969, when it would have been more appropriate and less costly to deal with this problem;
* عدم الاهتمام بإزالة اﻷلغام ومخلفات الحروب في وقت مبكر عقب انتهاء حقبة الاستعمار اﻹيطالي لليبيا، سواء في عهد اﻹدارة اﻷجنبية ]المملكة المتحدة - فرنسا[ التي تولت إدارة البلاد ما بين ]١٩٤٥-١٩٥١[ إلى أن يتقرر مصيرها، أو خلال الفترة الممتدة من ]١٩٥٢-١٩٦٩[، وهي فترة كانت مناسبة لمعالجة هذه المشكلة في وقت مبكر وبأقل التكاليف.

However, these initiatives at the international level have come to a halt, since information which should have been provided by the States concerned has not been forthcoming. The Libyan Arab Jamahiriya was foremost among those providing substantive information on mines and remnants of war on its territory, and their human, environmental and economic effects, in accordance with General Assembly resolution 37/215 adopted on 20 December 1982;
غير أن هذه الجهود على المستوى الدولي توقفت بسبب نقص المعلومات التي كان ينبغي تقديمها من الدول المعنية وقد كانت الجماهيرية من بين أهم الدول التي تقدمت بمعلومات موضوعية عن اﻷلغام ومخلفات الحروب على أراضيها وآثارها البشرية والبيئية والاقتصادية تطبيقا لقرار الجمعية العامة ٢١٥/٣٧ الصادر في ٢٠ كانون اﻷول/ديسمبر ١٩٨٢.
