90. Although the applicability of the principles and rules of humanitarian law and of the principle of neutrality to nuclear weapons is hardly disputed, the conclusions to be drawn from this applicability are, on the other hand, controversial.

17. It should be recalled that paragraph E of the advisory opinion states that: " the threat or use of nuclear weapons would generally be contrary to the rules of international law applicable in armed conflict, and in particular the principles and rules of humanitarian law " .
17 - وتجدر الإشارة إلى أن الفقرة هاء من الفتوى تنص على " أن التهديد بالأسلحة النووية أو استخدامها مخالف بصورة عامـة لقواعد القانون الدولي المطبق في أوقات النـزاع المسلح وخاصة مبادئ القانون الدولي الإنساني وقواعده " .
