The focus on oceans and seas in 1999 could provide an appropriate follow-up to the Commission’s decision 4/15 of 1996, in which, inter alia, the Commission called for a periodic overall review by the Commission of all aspects of the marine environment and its related issues, as described in chapter 17 of Agenda 21, for which the overall legal framework is provided by the United Nations Convention on the Law of the Sea.

That was especially timely in the light of the upcoming 2012 United Nations Conference on Sustainable Development, to be held in Rio de Janeiro (Rio+20), which should serve as an opportunity to underline the role of the oceans and seas in the context of sustainable development, as well as their economic, social and environmental relevance.

With the approach of the United Nations Conference on Sustainable Development, to be held in Brazil from 4 to 6 June 2012, and the review by the Commission on Sustainable Development of the thematic cluster on oceans and seas in 2014, it is opportune to take stock of the progress achieved and the remaining gaps, challenges and emerging issues with the view to identifying a way forward.
