6. Calls upon all States, international organizations and specialized agencies not to recognize any alteration of the status of the Autonomous Republic of Crimea and the city of Sevastopol on the basis of the above-mentioned referendum and to refrain from any action or dealing that might be interpreted as recognizing any such altered status.

I have the honour to enclose herewith, for your information, a communication of the Ministry of Foreign Affairs of Ukraine on the closure, beginning on 15 July 2014, of the seaports of Kerch, Sevastopol, Feodosia, Yalta and Yevpatoria, located in the territory of the Autonomous Republic of Crimea and the city of Sevastopol, owing to the temporary occupation of those territories (see annex).

In this regard, we expect the relevant authorities of United Nations Member States to take appropriate measures to ensure compliance by owners and operators of the ships flying under their respective flags with international norms and regulations, as well as with Ukraine's national legislation with regard to the closure of the seaports in the territory of the Autonomous Republic of Crimea and the city of Sevastopol.
وفي هذا الصدد، نتوقع بأن تتخذ السلطات المختصة للدول الأعضاء في الأمم المتحدة التدابير المناسبة لضمان امتثال مالكي ومشغلي السفن التي ترفع علم كل منها القواعد والأنظمة الدولية والتشريعات الوطنية لأوكرانيا فيما يتعلق بإغلاق الموانئ البحرية في إقليم جمهورية القرم المتمتعة بالحكم الذاتي ومدينة سيفاستوبول.

The calling of ships under foreign flags at closed seaports in the territory of the Autonomous Republic of Crimea and the city of Sevastopol shall be considered by the Ukrainian side as a violation of international law, as undermining the sovereignty of Ukraine and as a violation of the law of Ukraine, which entails the responsibility of ship owners, operators and captains, including criminal responsibility.
وسيعتبر الجانب الأوكراني رسو السفن التي ترفع أعلاما أجنبية في الموانئ البحرية المغلقة في إقليم جمهورية القرم المتمتعة بالحكم الذاتي ومدينة سيفاستوبول انتهاكا للقانون الدولي، وتقويضا لسيادة أوكرانيا، وانتهاكا لقانون أوكرانيا، وهو ما يستتبع مسؤولية مالكي السفن ومشغليها وقباطنتها، بما في ذلك المسؤولية الجنائية.

The so-called " referendum " of 16 March on the Crimean peninsula, which was followed by the Russian Federation parliament's decision to include the Autonomous Republic of Crimea and the city of Sevastopol as federal entities; this rendered the organization of the presidential election there impossible.
