٤ - تدين أنشطة المصالح اﻷجنبية، الاقتصادية وغيرها، العاملة في اﻷقاليم المستعمرة وغير المتمتعة بالحكم الذاتي التي تعوق تنفيذ إعلان منح الاستقلال للبلدان والشعوب المستعمرة، الوارد في قرار الجمعية العامة ١٥١٤ )د - ١٥(، وتعرقل الجهود الرامية الى القضاء على الاستعمار والفصل العنصري والتمييز العنصري؛
