In its resolution 67/216, the General Assembly decided that the Committee, when considering its rules of procedure, should take into consideration the rules of procedure of the second United Nations Conference on Human Settlements (Habitat II) endorsed by the Assembly in its resolution 50/100 and the established practice of the Assembly.

The General Assembly, in the same resolution, decided that the accreditation and participation to the World Conference on Disaster Reduction of major groups will be in accordance with the rules of procedure of the Commission on Sustainable Development, the rules of procedure of the World Summit on Sustainable Development and the established practice of the Commission on the participation and engagement of major groups (paragraph 16).
