وإذ يدرك أن التطبيق الفعال سيتطلب المزيد من التعاون بين اللجنة الفرعية للخبراء والهيئات الدولية المعنية واستمرار الجهود التي تبذلها حكومات الدول الأعضاء والتعاون مع قطاع الصناعة وأصحاب المصلحة الآخرين وتقديم دعم كبير لأنشطة بناء القدرات في البلدان التي تمر اقتصاداتها بمرحلة انتقالية والبلدان النامية،

In accordance with legal provisions, Governments and the international bodies concerned should make every effort to initiate regular exchanges of information between counterpart government agencies in different countries, in particular in exporting, importing and transit countries, about suspicious movements of precursors and the diversion methods used (see paragraphs 50-52 below).
٦٣ - وفقا لﻷحكام القانونية ينبغي للحكومات والهيئات الدولية المعنية أن تبذل قصارى جهدها للبدء في تبادل المعلومات بصفة منتظمة بين الهيئات الحكومية النظيرة في البلدان المختلفة ، ولاسيما في البلدان المصدرة والمستوردة وبلدان المرور العابر ، عن عمليات النقل المشبوهة للسلائف وطرق التسريب المستعملة )انظر الفقرات ٠٥ الى ٢٥ أدناه( .
