Furthermore, the very existence and gravity of this threat generates a climate of suspicion and fear between States, which is in itself antagonistic to the promotion of universal respect for and observance of human rights and fundamental freedoms in accordance with the Charter of the United Nations and the International Covenants on Human Rights.
5- وعلاوة على ذلك، فان ذات وجود هذا التهديد وخطورته يشيعان مناخا من الريبة والخوف بين الدول، الأمر الذي يتنافى في حد ذاته مع تعزيز الاحترام العالمي لحقوق الإنسان والحريات الأساسية ومراعاتها وفقا لميثاق الأمم المتحدة وللعهدين الدوليين الخاصين بحقوق الإنسان.

2- إن الاحتلال الإسرائيلي للأرض الفلسطينية منذ عام 1967 وحتى هذا اليوم هو السبب الأساسي لحرمان الشعب الفلسطيني من إمكانية ممارسة حقه المقدس في تقرير المصير، وفقاً لأحكام ميثاق الأمم المتحدة والعهدين الدوليين الخاصين بحقوق الإنسان.

(a) That the Universal Declaration of Human Rights and the International Covenants on Human Rights recognize that the ideal of free human beings enjoying freedom from fear and want can be achieved only if conditions are created whereby everyone may enjoy civil, cultural, economic, political and social rights;
(أ) أن الإعلان العالمي لحقوق الإنسان والعهدين الدوليين الخاصين بحقوق الإنسان يسلمان بأن المثل الأعلى المتمثل في أن يكون البشر أحراراً وفي مأمن من الخوف والفاقة لا يمكن أن يتحقق إلا بتهيئة ظروف يتمتع فيها كل إنسان بحقوقه المدنية والثقافية والاقتصادية والسياسية والاجتماعية؛

Guided also by international humanitarian law, in particular the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, as well as international standards of human rights, in particular the Universal Declaration of Human Rights and the International Covenants on Human Rights,
وإذ تسترشد أيضا بمبادئ القانون الإنساني الدولي، وبخاصة اتفاقية جنيف المتعلقة بحماية المدنيين وقت الحرب، المؤرخة 12 آب/أغسطس 1949()، وكذلك بالمعايير الدولية لحقوق الإنسان، وخصوصا الإعلان العالمي لحقوق الإنسان() والعهدين الدوليين الخاصين بحقوق الإنسان()،

Guided by the principles embodied in the Charter of the United Nations, the Universal Declaration of Human Rights Resolution 217 A (III). and the International Covenants on Human Rights, Resolution 2200 A (XXI), annex.
إذ تسترشد بالمبادئ التي نص عليها ميثاق اﻷمم المتحدة واﻹعلان العالمي لحقوق اﻹنسان)٦( والعهدان الدوليان الخاصان بحقوق اﻹنسان)٧(،

These rights should be exercised in a manner that is consistent with the Charter of the United Nations, the UDHR and the International Covenants on Human Rights, and does not undermine the independence and integrity of the international civil service.
