31. ARTICLE 19, CHRI, ISHR, Joint Submission 2 (JS2), JS5 and JS8 referred to UPR accepted recommendations on the revision of the national legislation on freedom of expression and the protection of journalists.

Moreover, on 14 January 2009, the Council adopted an updated aide-memoire for the consideration of issues pertaining to the protection of civilians in armed conflict, which contains a section dedicated to media and information and the protection of journalists.

3. In his first report to the Human Rights Council (A/HRC/11/4), the Special Rapporteur dealt with two priority issues: the right of access to information in situations of extreme poverty, and the protection of journalists and media professionals in conflict zones.

While noting the pardon granted to a number of journalists in July 2006, the HR Committee noted with concern that many journalists have been and continue to be subjected to pressure and intimidation, or even measures of deprivation of liberty, by the authorities, and recommended that Algeria guarantee the exercise of freedom of the press and the protection of journalists and that it amend its legislation in order to decriminalize defamation.
ومع إحاطة اللجنة المعنية بحقوق الإنسان علماً بالعفو عن عدد من الصحفيين في تموز/يوليه 2006، فإنها تلاحظ مع القلق أن العديد من الصحفيين تعرضوا ولا يزالون يتعرضون للضغوط والتخويف، بل وحتى لتدابير الحرمان من الحرية، من قِبل السلطات، وأوصت بأن تكفل الجزائر ممارسة حرية الصحافة وحماية الصحفيين وأن تعدّل تشريعاتها من أجل إلغاء تجريم تشويه السمعة(87).
