The issues of the relationship between the TRIPS Agreement and the Convention on Biological Diversity and the protection of traditional knowledge and folklore, issues of interest to indigenous peoples, were first raised in the World Trade Organization in the Committee on Trade and Environment in 1995 and later in the TRIPS Council in 1999 under the review of article 27.3 (b).
