1. On 23 February 1998, a Memorandum of Understanding was signed between the United Nations and the Republic of Iraq.
١ - في ٣٢ شباط/فبراير ٨٩٩١ وقعت مذكرة تفاهم بين اﻷمم المتحدة وجمهورية العراق.

His timely intervention in this crisis has led to the signing of a Memorandum of Understanding between the United Nations and the Republic of Iraq in which the Republic of Iraq has reconfirmed its acceptance of all relevant resolutions of the Security Council and reiterated its undertaking to cooperate fully with the United Nations Special Commission (UNSCOM) and the International Atomic Energy Agency (IAEA).
وقد أدى تدخله في هذه المحنة في الوقت المناسب إلى توقيع مذكرة تفاهم بين اﻷمم المتحدة وجمهورية العراق أكدت فيها جمهورية العراق من جديد قبولها لجميع قرارات مجلس اﻷمن ذات الصلة، وكررت تأكيد تعهدها بالتعاون التام مع اللجنة الخاصة لﻷمم المتحدة والوكالة الدولية للطاقة الذرية.

This was my first visit to Baghdad since the signing of the Memorandum of Understanding between the Secretary-General of the United Nations and the Republic of Iraq on 23 February 1998, which ended the crisis regarding inspections of Iraq's Presidential sites.
كانت هذه أول زيارة لي لبغداد منذ توقيع مذكرة التفاهم بين اﻷمين العام لﻷمم المتحدة وجمهورية العراق بتاريخ ٢٣ شباط/فبراير ١٩٩٨، التي أنهت اﻷزمة المتعلقة بتفتيش المواقع الرئاسية في العراق.

These actions continue to alarm the civilian population and to cause material damage to private and public property. The Republic of Iraq asserts its right to seek legal compensation for the losses being inflicted on the Iraqi people and the Republic of Iraq in consequence of these actions.
إن هذه اﻷعمال أدت وما زالت تؤدي الى ترويع السكان المدنيين وإلحاق الخسائر المادية بالممتلكات الخاصة والعامة، وأن جمهورية العراق تثبت حقها في المطالبة بالتعويضات القانونية على اﻷضرار التي تصيب شعب وجمهورية العراق جراء هذه اﻷعمال.

2. The Mission is mandated to help the Security Council achieve the overall objective of restoring peace and security between the State of Kuwait and the Republic of Iraq.

These acts continue to alarm the civilian population and to cause material damage to private and public property. The Republic of Iraq asserts its right to seek legal compensation for the damage inflicted on the people and the Republic of Iraq as a result of such acts.
إن هذه اﻷعمال أدت وما زالت تؤدي الى ترويع السكان المدنيين وإلحاق الخسائر المادية بالممتلكات الخاصة والعامة، وأن جمهورية العراق تثبت حقها في المطالبة بالتعويضات القانونية عن اﻷضرار التي تصيب شعب وجمهورية العراق جراء هذه اﻷعمال.

The State of Kuwait attaches great importance to the issue of missing persons because of its ethical, legal and humanitarian implications, and the issue of missing Kuwaiti property, including the national archives. Accordingly, it is our desire that the United Nations and the Governments of the State of Kuwait and the Republic of Iraq should continue their efforts to resolve those questions.
ونظراً للأهمية البالغة التي توليها دولة الكويت لملف الأسرى والمفقودين لما له من أبعاد شرعية وقانونية وإنسانية، وكذلك أهمية موضوع الممتلكات الكويتية المفقودة والمحفوظات الوطنية، ورغبة منا في استمرار الجهود المبذولة من قبل الأمم المتحدة وحكومة كل من دولة الكويت وجمهورية العراق لإنهاء هذا الملف.

I would appreciate it if the report and the letter could be brought to the attention of the members of the Security Council as an addendum to the document containing the Memorandum of Understanding signed on 23 February 1998 in Baghdad by the United Nations and the Republic of Iraq (S/1998/166).
وأكون ممتنا لو أمكن اطلاع أعضاء مجلس اﻷمن على التقرير والرسالة كإضافة إلى الوثيقة التي تتضمن مذكرة التفاهم التي وقﱠعتها اﻷمم المتحدة وجمهورية العراق في ٢٣ شباط/فبراير ١٩٩٨ في بغداد (S/1998/116).

23. With regard to the first entry to the eight Presidential sites, the Executive Chairman and the Deputy Prime Minister stated that both sides were ready to implement, as soon as possible, the Memorandum of Understanding signed between the Secretary-General and the Republic of Iraq on 23 February 1998, and to fulfil their respective obligations.
٢٣ - وفيما يتعلق بدخول اللجنة ﻷول مرة إلى المواقع الرئاسية الثمانية ذكر كل من الرئيس التنفيذي ونائب رئيس الوزراء أن الجانبين مستعدان لتنفيذ مذكرة التفاهم الموقعة بين اﻷمين العام وجمهورية العراق في ٢٣ شباط/فبراير ١٩٩٨ بأسرع ما يمكن، والوفاء بالتزاماتهما في هذا الصدد.

Pursuant to the terms of paragraph 4 (c) of the Memorandum of Understanding between the United Nations and the Republic of Iraq and paragraph 18 of the Procedures, I enclose my report to be forwarded to the Secretary-General (see enclosure).

The Special Group constituted pursuant to the terms of paragraph 4 of the Memorandum of Understanding between the United Nations and the Republic of Iraq dated 23 February 1998 undertook a series of initial visits to the eight presidential sites named in the annex to the Memorandum from 26 March to 2 April 1998.
١ - قام الفريق الخاص المشكل عملا بالفقرة ٤ من مذكرة التفاهم بين اﻷمم المتحدة وجمهورية العراق المؤرخة ٢٣ شباط/فبراير ١٩٩٨، بسلسلة من الزيارات اﻷولية للمواقع الرئاسية الثمانية الواردة أسماؤها في مرفق مذكرة التفاهم، وذلك خلال الفترة من ٢٦ آذار/ مارس إلى ٢ نيسان/أبريل ١٩٩٨.

As a result of his meetings, the United Nations and the Republic of Iraq agreed to the terms of a Memorandum of Understanding (S/1998/166), which was signed on 23 February.
وأسفرت الاجتماعات التي عقدها عن اتفاق اﻷمم المتحدة وجمهورية العراق على شروط مذكرة تفاهم (S/1998/166)، تم التوقيع عليها في ٢٣ شباط/فبراير.

I write with reference to your letter of 8 April 2013 to His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait. In the letter, you state that the United Nations looks forward to the establishment of bilateral arrangements between the State of Kuwait and the Republic of Iraq to follow up maintenance of the physical representation of the boundary in the future.
بالإشارة إلى رسالتكم الموجهة إلى حضرة صاحب السمو أمير البلاد الشيخ صباح الأحمد الجابر الصباح المؤرخة في 8 نيسان/أبريل 2013، والتي تشيرون فيها إلى تطلع الأمم المتحدة لقيام دولة الكويت وجمهورية العراق بوضع ترتيبات ثنائية بين البلدين لمتابعة صيانة التعيين المادي للحدود في المستقبل.
