As the Commission held its first session for 1997 from 21 April to 2 May, the Executive Secretary, in his capacity as the chief administrative officer of the Commission, prepared the Commission's budget estimates in close consultation with the Chairman and the Vice-Chairman of the Commission and submitted them to the Secretary-General in advance of the session so as to ensure that they could be incorporated in the initial budget proposals.
