In order to strengthen international measures for the prevention of the recruitment of children and their use in hostilities by the State or any other entity, the Committee recommends that the State party:
14- تعزيزاً للتدابير الدولية الرامية إلى منع تجنيد الأطفال واستخدامهم في الأعمال القتالية من جانب الدولة أو من جانب أي كيان آخر، توصي اللجنة بأن تقوم الدولة الطرف بما يلي:

It is, however, concerned that the State party's legislation does not criminalize the use of children in hostilities or the recruitment of children and their use in hostilities by armed groups who are not part of the State party's military.
بيد أنها تُعرب عن قلقها لأن تشريع الدولة الطرف لا يجرّم استخدام الأطفال في الأعمال القتالية أو تجنيد الأطفال واستخدامهم في الأعمال القتالية من قِبل جماعات مسلحة غير تابعة لقوات جيش الدولة الطرف.

79. The Committee recommends that the State party further strengthen international measures aimed at preventing the recruitment of children and their use in hostilities.
79- توصي اللجنة الدولة الطرف بزيادة تعزيز التدابير الدولية الهادفة إلى منع تجنيد الأطفال واستخدامهم في الأعمال القتالية.

172. States parties to the Convention on the Rights of the Child are encouraged to strengthen national and international measures for the prevention of recruitment of children into armed forces or armed groups and their use in hostilities.
172 - وتُشجَّع الدول الأطراف في اتفاقية حقوق الطفل على تعزيز التدابير الوطنية والدولية المتخذة لمنع تجنيد الأطفال في قوات أو جماعات مسلحة واستخدامهم في أعمال القتال.

The Committee recommends that the State party expedite its efforts to reform the Penal Code in order to strengthen the national and international measures for the prevention of the recruitment of children for armed forces or armed groups and their use in hostilities.
340- توصي اللجنة الدولة الطرف بالتعجيل بجهودها الرامية إلى إصلاح قانون العقوبات من أجل تعزيز التدابير الوطنية والدولية المتعلقة بمنع تجنيد الأطفال في القوات المسلحة أو في الجماعات المسلحة واستخدامهم في أعمال القتال.

199. States parties to the Convention on the Rights of the Child are encouraged to strengthen national and international measures for the prevention of recruitment of children into armed forces or armed groups and their use in hostilities.
199 - وتُشجَّع الدول الأطراف في اتفاقية حقوق الطفل على تعزيز التدابير الوطنية والدولية المتخذة لمنع تجنيد الأطفال في قوات أو جماعات مسلحة واستخدامهم في الأعمال العدائية.

24. In order to strengthen the national and international measures for the prevention of the recruitment of children by armed forces or armed groups and their use in hostilities, the Committee recommends that the State party:
24- ومن أجل تعزيز التدابير الوطنية والدولية الرامية إلى منع تجنيد الأطفال من قِبل القوات المسلحة أو الجماعات المسلحة واستخدامهم في الأعمال القتالية توصي اللجنة الدولة الطرف بما يلي:

In this respect, the Committee also notes that the Criminal Code does not criminalize the recruitment of children under the age of 18 into armed forces and their use in hostilities by State armed forces and non-State armed groups.
وفي هذا الصدد، تلاحظ اللجنة أيضاً أن القانون الجنائي لا يجرّم تجنيد الأطفال دون سن الثامنة عشرة في القوات المسلحة واستخدامهم في الأعمال القتالية من قبل القوات المسلحة الحكومية والمجموعات المسلحة غير الحكومية.

19. The Committee is concerned that the State party's law does not establish universal jurisdiction over the crime of unlawful recruitment of children and their use in hostilities.
19- تشعر اللجنة بالقلق لأن قوانين الدولة الطرف لا تنص على ولاية قضائية شاملة فيما يخص جريمة التجنيد غير القانوني للأطفال واستخدامهم في الأعمال القتالية.

CSI recommended that Chad Criminalise the recruitment of under-18s and their use in hostilities.
وأوصت المنظمة الدولية بأن تجرِّم تشاد تجنيد الأطفال الذين تقل أعمارهم عن الثامنة عشرة واستخدامهم في الأعمال القتالية(14).

The Committee recommends that the State party amend its Criminal Code to add a provision that explicitly prohibits the recruitment of children under the age of 18 into the armed forces and their use in hostilities by the State armed forces and non-State armed groups.
13- توصي اللجنة بأن تعدّل الدولة الطرف قانونها الجنائي لإضافة حكم يحظر صراحة تجنيد القوات المسلحة الحكومية والمجموعات المسلحة غير الحكومية الأطفال دون سن الثامنة عشرة ضمن القوات المسلحة واستخدامهم في الأعمال القتالية.

24. The Committee recommends that the State party, with a view to strengthening measures for the prevention of the recruitment of children and their use in hostilities, explicitly prohibit by law and criminalize the use of children in hostilities by the armed forces and the recruitment and use of children in hostilities by non-State armed groups.
24- توصي اللجنة الدولة الطرف بأن تحظر صراحة بموجب القانون وتجرم استخدام الأطفال في الأعمال القتالية من جانب القوات المسلحة وتجنيد الأطفال واستخدامهم في الأعمال القتالية من جانب جماعات مسلحة غير تابعة للدولة وذلك لتعزيز التدابير الرامية إلى منع تجنيد الأطفال واستخدامهم في الأعمال القتالية.

CRC and the Office of the Special Representative of the Secretary-General for Children and Armed Conflict called on the Government to strengthen its current efforts to address the recruitment of children into armed groups and their use in hostilities.
ودعا مكتب الممثل الخاص للأمين العام المعني بالأطفال والنزاع المسلح ولجنة حقوق الطفل الحكومةَ إلى تكثيف الجهود المبذولة حالياً من أجل التصدي لتجنيد الأطفال في القوات المسلحة واستخدامهم في الأعمال القتالية(96).

The Committee is deeply concerned at the phenomena of children under 18 years of age being recruited by various non-State armed groups and their use in hostilities in the disturbed districts in the north-eastern states, in areas where Maoist armed groups are operating and in Jammu and Kashmir.
22- تشعر اللجنة ببالغ القلق إزاء ظاهرة تجنيد أطفال تقل أعمارهم عن 18 سنة من قبل مختلف الجماعات المسلحة من غير الدول واستخدامهم في أعمال القتال في المقاطعات التي تشهد اضطرابات من الولايات الشمالية الشرقية، وفي المناطق التي تعمل فيها جماعات ماوية مسلحة وفي جامو وكشمير.

In order to strengthen the measures for the prevention of the recruitment of children and their use in hostilities, the Committee recommends that the State party consider criminalizing the mere recruitment of children at the ages of 16 and 17 and their use in hostilities as separate offences and that recruitment as such be criminalized by the law in both peace and wartime.
11- ولتعزيز التدابير الرامية إلى منع تجنيد الأطفال واستخدامهم في الأعمال العدائية، توصي اللجنة الدولة الطرف بأن تنظر في تجريم مجرد تجنيد الأطفال الذين تبلغ أعمارهم 16 و17 عاماً واستخدامهم في الأعمال العدائية باعتبارهما جريمتين جنائيتين مستقلتين، وأن يجرم التجنيد في حد ذاته بموجب القانون في حالتي السلم والحرب على السواء.
