Bearing in mind that all States have an obligation to exercise due diligence to prevent, investigate and punish perpetrators of trafficking in persons and to provide protection to the victims, and that not doing so violates, impairs or nullifies their enjoyment of their human rights and fundamental freedoms,
وإذ تضع في اعتبارها أن من واجب جميع الدول أن تمارس الحرص الواجب لمنع الاتجار بالأشخاص والتحقيق مع المتاجرين بالأشخاص ومعاقبتهم وتوفير الحماية للضحايا وأن عدم القيام بذلك يخل بتمتعهم بحقوقهم الإنسانية وحرياتهم الأساسية ويضعفه أو يلغيه،

وإذ تضع في اعتبارها أنّ على كل الدول التزام بممارسة العناية الواجبة لمنع الاتجار بالأشخاص وملاحقة مرتكبيه ومعاقبتهم وتوفير الحماية للضحايا وبأنّ الامتناع عن القيام بذلك ينتهك ويعطّل أو ينفي تمتعهم بحقوق الإنسان والحريات الأساسية،

In numerous resolutions relating to the intensification of efforts to eliminate all forms of violence against women, the Human Rights Council and the General Assembly have also urged States to act with due diligence to prevent, investigate, prosecute and punish the perpetrators of violence against women and girls and to provide protection to the victims.
وقد حث مجلس حقوق الإنسان والجمعية العامة الدول، في قرارات عديدة تتعلق بتكثيف جهود القضاء على جميع أشكال العنف ضد المرأة، على التصرف بالعناية الواجبة من أجل منع العنف ضد النساء والفتيات والتحقيق فيه ومقاضاة ومعاقبة مرتكبيه، وتوفير الحماية للضحايا().

" وإذ تؤكد أن على الدول التزاما بتعزيز وحماية جميع حقوق الإنسان والحريات الأساسية للمرأة والفتاة وأنه يتعين عليها أن تبذل العناية الواجبة لمنع العنف ضد المرأة والفتاة والتحقيق فيه ومعاقبة مرتكبيه، وتوفير الحماية للضحايا وأن عدم قيامها بذلك يشكل انتهاكا وتعطيلا لحقوق الإنسان والحريات الأساسية أو إبطالا للتمتع بها؛
