2 - يحث حكومات جميع البلدان المنتجة على الامتثال التام لأحكام الاتفاقية الوحيدة للمخدرات لسنة 1961(41) وتلك الاتفاقية بصيغتها المعدلة ببروتوكول عام 1972(42) وعلى اتخاذ تدابير فعالة لمنع الإنتاج غير المشروع للمواد الخام الأفيونية أو تسريبها إلى قنوات غير مشروعة، ويشجع على تحسين الممارسات المتبعة في مجال زراعة خشخاش الأفيون وإنتاج المواد الخام الأفيونية؛

10. The Government of Kuwait reported that Kuwaiti legislation shows due regard for the need to combat impunity and to take effective measures to prevent perpetrators of human rights violations from enjoying impunity.
10- وأبلغت حكومة الكويت بأن التشريعات الكويتية تولي المراعاة الواجبة لضرورة مكافحة الإفلات من العقاب واتخاذ التدابير الفعالة التي تحول دون إفلات مرتكبي انتهاكات حقوق الإنسان من العقاب.
