وإذ يدرك أن الصلة بين الاستغلال غير القانوني للموارد الطبيعية والاتجار غير المشروع بها وبين انتشار الأسلحة والاتجار بها هي أحد العوامل الرئيسية التي تؤجج النـزاعات وتؤدي إلى تفاقمها في منطقة البحيرات الكبرى في أفريقيا، وبخاصة في جمهورية الكونغو الديمقراطية،

(d) At the excessive accumulation and spread of small arms and light weapons and the illicit distribution, circulation and trafficking of arms in the region and their negative impact on human rights;
(د) التراكم والانتشار المفرطين للأسلحة الصغيرة والخفيفة وتوزيع وتداول الأسلحة والاتجار بها في المنطقة بصورة غير مشروعة وأثر ذلك السلبي على حقوق الإنسان؛

(d) the excessive accumulation and spread of small arms and light weapons and the illicit distribution, circulation and trafficking of arms in the region and their negative impact on human rights;
(د) التراكم والانتشار المفرطين للأسلحة الصغيرة والأسلحة الخفيفة وتوزيع وتداول الأسلحة والاتجار بها في المنطقة بصورة غير مشروعة وأثر ذلك السلبي على حقوق الإنسان؛

وإذ يسلّم بأن الصلة القائمة بين الاستغلال غير المشروع للموارد الطبيعية والاتجار غير المشروع بهذه الموارد وانتشار الأسلحة والاتجار بها هي أحد العوامل التي تؤجج الصراعات وتؤدي إلى تفاقمها في منطقة البحيرات الكبرى في أفريقيا، وعلى الأخص في جمهورية الكونغو الديمقراطية، وإذ يحث جميع الدول، ولا سيما دول المنطقة، على اتخاذ الخطوات اللازمة لوضع نهاية لهذه الأنشطة غير القانونية،
