1. The offences set forth in article 2 shall be deemed to be included as extraditable offences in any extradition treaty existing between any of the States Parties before the entry into force of this Convention.
١ - تعتبر الجرائم المنصوص عليها في المادة ٢ ضمن الجرائم التي تستوجب تسليم المجرمين في أي معاهدة لتسليم المجرمين تكون نافذة بين أي من الدول اﻷطراف قبل بدء نفاذ هذه الاتفاقية.

“1. The offences set forth in article 1, paragraph 1, shall be deemed to be included as extraditable offences in any extradition treaty in force between any of the States Parties.
" ١ - تعتبر الجرائم المنصوص عليها في الفقرة ١ من المادة ١ جرائم تستوجب تسليم المجرم في أي معاهدة لتسليم المجرمين نافذة بين أي من الدول اﻷطراف.

" The offences set forth in article 11 shall be deemed to be extraditable offences under any extradition treaty existing between any of the States Parties.
" تعتبر الجرائم الواردة في المادة ١١ جرائم تستوجب تسليم المجرمين وذلك بموجب أي معاهدة تسليم قائمة بين أي من الدول اﻷطراف.

5. Each State Party may likewise take such measures as may be necessary to establish its jurisdiction over the offences referred to in article 2 in cases where the alleged offender is present in its territory and it does not extradite that person to any of the States Parties which have established their jurisdiction in accordance with paragraph 1 or 2 of the present article.
٥ - كذلك تتخذ كل دولة طرف ما يلزم من تدابير لتقرير ولايتها القضائية على الجرائم المنصوص عليها في المادة ٢ في الحالات التي يكون فيها الشخص المدعى ارتكابه الجريمة موجــودا فــي إقليمها ولا تسلمه إلى أي من الدول اﻷطراف التي قررت ولايتها القضائية وفقا للفقرة ١ أو ٢ من هذه المادة.

3. Each State Party shall likewise take such measures as may be necessary to establish its jurisdiction over the offences set forth in article 2 in cases where the alleged offender is present in its territory and it does not extradite that person to any of the States Parties which have established their jurisdiction in accordance with paragraphs 1 or 2 of this article.
٣ - تتخذ كل دولة طرف، كذلك، ما يلزم من تدابير لتقرير ولايتها القضائية على الجرائم المنصوص عليها في المادة ٢ في الحـــالات التي يكون فيها الشخص المنسوبــة إليه الجريمة موجودا في إقليمها ولا تسلمه إلى أي من الدول اﻷطراف التي قــررت ولايتها القضائية وفقا للفقرة ١ أو ٢ من هذه المادة.

٤ - كذلك تتخذ كل دولة طرف ما يلزم من تدابير لتقرير ولايتها القضائية على الجرائم المنصوص عليها في المادة ٢ في الحـــالات التي يكون فيها الشخص المدعى ارتكابه الجريمة موجودا في إقليمها ولا تسلمه إلى أي من الدول اﻷطراف التي قررت ولايتها القضائية وفقا للفقرة ١ أو ٢.

4. Each State Party shall take such measures as may be necessary to establish its jurisdiction over the crimes set out in article 9 in cases where the alleged offender is present in its territory and it does not extradite such person pursuant to article 15 to any of the States Parties which have established their jurisdiction in accordance with paragraph 1 or 2.
٤ - تتخذ كل دولة طرف ما يلزم من تدابير ﻹقامة ولايتها على الجرائم المبينة في المادة ٩ إذا كان المدعى ارتكابه الجريمة موجودا في إقليمها ولم تقم بتسليمه ، عملا بالمادة ١٥ ، إلى أي من الدول اﻷطراف التي أقامت ولايتها وفقا للفقرة ١ أو ٢.

4. Each State Party shall take such measures as may be necessary to establish its jurisdiction over the crimes set out in article 9 in cases where the alleged offender is present in its territory and it does not extradite such person pursuant to article 15 to any of the States Parties which have established their jurisdiction in accordance with paragraph 1 or 2.
٤ - تتخذ كل دولة طرف ما يلزم من تدابير ﻹقامة ولايتها على الجرائم المبينة في المادة ٩ إذا كان المدعى ارتكابه الجريمة موجودا في إقليمها ولم تقم بتسليمه عملا بالمادة ٥١ إلى أي من الدول اﻷطراف التي أقامت ولايتها وفقا للفقرة ١ أو ٢.

Each State Party shall likewise take such measures as may be necessary to establish its jurisdiction over the offences set forth in article 2 in cases where the alleged offender is present in its territory and it does not extradite that person to any of the States Parties that have established their jurisdiction in accordance with paragraphs 1 or 2.
٤ - تتخذ كل دولة طرف أيضا التدابير اللازمة لتقرير ولايتها القضائية فيما يتصل بالجرائم المشار إليها في المادة ٢ في الحالات التي يكون فيها مرتكب الجريمة المفترض موجودا في إقليمها وفي حالات عدم قيامها بتسليمه إلى أي من الدول اﻷطراف التي قررت ولايتها القضائية وفقا للفقرتين ١ أو ٢.

Each State Party shall likewise take such measures as may be necessary to establish its jurisdiction over the offences set forth in article 2 in cases where the alleged offender is present in its territory and it does not extradite that person to any of the States Parties which have established their jurisdiction in accordance with paragraph 1 or 2 of the present article.
٤ - كذلك تتخذ كل دولة طرف ما يلزم من تدابير لتقرير ولايتها القضائية على الجرائم المنصوص عليها في المادة ٢ في الحالات التي يكون فيها الشخص المدعى ارتكابه الجريمة موجودا في إقليمها ولا تسلمه إلى أي من الدول اﻷطراف التي قررت ولايتها القضائية وفقا للفقرة ١ أو ٢ من هذه المادة.
