The following conditions shall be fulfilled by an applicant for a licence to trade in and repair arms and ammunition:

(a) The applicant shall offer the Enterprise the opportunity to obtain 50 per cent of the equity participation in the joint venture arrangement on the basis of pari passu treatment with the applicant for all purposes;
(أ) يعرض مقدم الطلب على المؤسسة فرصـة الحصول على 50 في المائة من المشاركة في رأس المال في إطـار ترتيب المشروع المشترك على أساس تسـاوي المعاملة مع مقدم الطلب بالنسبة لكل الأغـراض؛

In such cases, the Dispute Tribunal may order the payment of compensation to the applicant for such loss as may have been caused by the procedural delay. The compensation is not to exceed the equivalent of three months' net base salary.
ويجوز لمحكمة المنازعات، في تلك الحالات، أن تأمر بدفع تعويض للمدعي لقاء ما تكبده من خسارة بسبب هذا التأخير في الإجراءات، على ألا يتجاوز هذا التعويض ما يعادل صافي المرتب الأساسي لمدة ثلاثة أشهر.

(9) Where a relevant person is not able to determine that the applicant for business is acting for a third party, he shall-

3. Joint venture: notwithstanding paragraph (2) above, the applicant shall nevertheless offer the Enterprise the opportunity to obtain up to 50 per cent participation in a joint venture on the basis of pari passu treatment with the applicant for all purposes:

(c) In the event that the Enterprise elects not to accept 50 per cent of such equity participation, the Enterprise may, notwithstanding subparagraph (a), obtain a lesser per cent on the basis of pari passu treatment with the applicant for all purposes for such lesser participation;
(ج) في حالة اختيار المؤسسة عدم قبول نسبة 50 في المائة من هذه المشاركة في رأس المال، تحصل المؤسسة، بالرغم من حكم الفقرة الفرعية (أ)، على نسبة أقل عن تلك المشاركة الأقل على أساس تساوي المعاملة مع مقدم الطلب بالنسبة لكل الأغراض؛

(7) A relevant person shall, at the time of establishing a business relationship take reasonable measures to determine whether the applicant for business is acting on behalf of a third party.
7 - على الشخص المعني، حين إقامة علاقة عمل، اتخاذ تدابير معقولة لتحديد ما إذا كان مقدم الطلب المتعلق بأعمال تجارية يتصرف باسم طرف ثالث.
