٣٤ - ودون التخفيف من المسؤولية الشخصية التي يضطلع بها الموظف اﻹداري اﻷقدم، تمكن هذا الموظف من تحقيق مخططه بسبب إغفال المشرف عليه، وهو رئيس الدائرة اﻹدارية باﻷونكتاد، لاتخاذ إجـــراء ما ﻹلغاء سلطته المتعلقة بالتصديق، حتى بعد اكتشاف مخططه، وكذلك بسبب إغفال موظفي الموافقة باﻷونكتاد الاعتراض على وثائقه غير القويمة.

١٧ - وعلى الرغم من وجود دليل على قيام الموظفين المسؤولين عن الموافقة بدائرة إدارة الموارد المالية، في بداية اﻷمر على اﻷقل، بمحاولة المطالبة بوثائق موضوعية من الموظف اﻹداري اﻷقدم، فإنهم لم يضطلعوا بمتابعة حازمة في محاولاتهم، كما أن الدائرة لم تشترط دليلا، عن طريق التوقيع أو عن طريق وثائق أخرى، على السداد الفعلي للخبراء، إلى جانب أنها لم ترفض إدراجاته غير المنتظمة لمستندات القيد في دفتر اليومية.
