II. To charge the Council of Arab Ministers of Transport with the following:

- Resolution 115 of the Council of Arab Ministers of Transport, adopted on 20-21 October 1992 at its eighth session,
- وعلى قرار مجلس وزراء النقل العرب رقم ١١٥ الصادر بتاريخ ٢٠-٢١/١٠/١٩٩٢ في دورته الثامنة،

1. To charge the Technical Secretariat of the Council of Arab Ministers of Transport with the following:
" 1 - تكليف الأمانة الفنية لمجلس وزراء النقل العرب بما يلي:

They request the Council of Arab Ministers of Transport to take follow-up action on this question and to submit periodic reports on the progress made to the Arab summit until such time as air transport has been completely deregulated.
ويكلفون مجلس وزراء النقل العرب بمتابعة ذلك ورفع تقرير دوري إلى القمة العربية حول مستوى التنفيذ لحين استكمال التحرير الشامل للنقل الجوي.

In the light of the resolution of the extraordinary session of the Council of Arab Ministers of Transport on this matter (24 February 2010),
- وفي ضوء قرار مجلس وزراء النقل العرب الصادر بهذا الشأن خلال دورته الاستثنائية المنعقدة بتاريخ 24 شباط/فبراير 2010،

3. To charge the Council of Arab Ministers of Transport with creating appropriate mechanisms and frameworks to stimulate Arab cooperation in the field of safety and security in transportation facilities; Thirdly,
3- تكليف مجلس وزراء النقل العرب بإيجاد آليات وأطر مناسبة لتفعيل التعاون العربي في مجال الأمن والسلامة في مرافق النقل المختلفة.

Valuing the efforts of the Arab States, the Economic and Social Council, the Council of Arab Ministers of Transport and the Arab organizations concerned with the prompt implementation of the aforementioned resolutions,
- وإذ يثمن الجهود المبذولة من قبل الدول العربية والمجلس الاقتصادي والاجتماعي ومجلس وزراء النقل العرب والمنظمات العربية المعنية لتنفيذ القرارات المشار إليها بوتيرة متسارعة،

1. To approve the deregulation of air transport among the Arab States in accordance with the resolutions of the Council of Arab Ministers of Transport and the Arab Civil Aviation Organization;
1 - الموافقة على إطلاق حريات النقل الجوي بين الدول العربية، وفقا لقرارات مجلس وزراء النقل العرب والهيئة العربية للطيران المدني.

Having considered the efforts currently under way in the framework of the Council of Arab Ministers of Transport, the Arab Civil Aviation Organization and Arab transport associations, which are taking place under the auspices of and in coordination with the Economic and Social Council, to develop transport among Arab States,
تطوير النقل فيما بين الدول العربية بعد إطلاعه على الجهود الجارية في إطار مجلس وزراء النقل العرب والهيئة العربية للطيران المدني والاتحادات العربية المعنية بالنقل، والتي تتـم بإشـراف وتنسـيق مع المجلس الاقتصادي والاجتماعي لتطوير حركة النقل بين الدول العربية،

1. Completing the economic aspects of the Arab Convention on the Overland Carriage of Passengers Between and Across Arab States, which was approved by the Council of Arab Ministers of Transport;
استكمال الجوانب الاقتصادية " للاتفاقية العربية لتنظيم نقل الركاب على الطرق بين الدول العربية وعبرها " ، والتي أقرها مجلس وزراء النقل العرب.

Having studied the memorandum of the Secretariat-General, the report of the Secretary-General on Joint Arab Action and the recommendations of the 36th session of the Executive Bureau of the Council of Arab Ministers of Transport (12 April 2006),
:: وعلى توصيات المكتب التنفيذي لمجلس وزراء النقل العرب بدورته (36) بتاريخ 12 نيسان/أبريل 2006،

To charge the Council of Arab Ministers of Transport with monitoring implementation of the projects of the Arab road link scheme and to submit regular progress reports thereon to the Economic and Social Council for submission to the summit.
5 - تكليف مجلس وزراء النقل العرب بمتابعة تنفيذ مشروعات مخطط الربط البري العربي بالطرق، وتقديم تقارير دورية حول التقدم المحرز في التنفيذ إلى المجلس الاقتصادي والاجتماعي لرفعها إلى القمة.

Council of Arab Ministers of Transport resolution 197 of September 1998, approving the gradual deregulation of air transport among the Arab States;
:: على قرار مجلس وزراء النقل العرب رقم (197) الصادر في أيلول/سبتمبر 1998 والمتعلق بالموافقة على التحرير المتدرج لحريات النقل الجوي بين الدول العربية،

69. Mr. Elsayed (Egypt) said that his delegation agreed with the Chairperson's suggestion and, as representative of the States belonging to the Council of Arab Ministers of Transport, wished to participate in efforts to improve the wording of draft article 49.
69- السيد السيد (مصر): قال إن وفده يوافق على اقتراح الرئيس، وبصفته ممثل الدول المنتمية إلى مجلس وزراء النقل العرب فإنه يرغب في المشاركة في الجهود الرامية إلى تحسين صياغة مشروع المادة 49.

- Being cognizant of the efforts to develop the Arab maritime transport system that are currently being exerted by the Council of Arab Ministers of Transport, in cooperation with the Arab Academy for Science, Technology and Maritime Transport and the Arab confederations concerned with maritime transport and logistics,
- وإذ أحيط علما بالجهود الجارية في إطار مجلس وزراء النقل العرب لتطوير منظومة النقل البحري العربي بالتعاون مع الأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري والاتحادات العربية المعنية بالنقل البحري واللوجستيات،

- On the basis of the decision in that regard that was adopted by the Council of Arab Ministers of Transport at its extraordinary session, held at the Dead Sea in Jordan on 13 and 14 December 2010,
- واستنادا إلى قرار مجلس وزراء النقل العرب الصادر خلال دورته الاستثنائية التي عقدت في المملكة الأردنية الهاشمية (البحر الميت) بتاريخ 13-14 كانون الأول/ديسمبر 2010، في هذا الشأن،

To appreciate the efforts of the Council of Arab Ministers of Transport to facilitate implementation of the Arab rail link scheme, particularly as regards identifying public and private sector partnership mechanisms and systems for financing infrastructure projects, with the goal of providing the requirements necessary for Arab States to benefit from such mechanisms and systems;
4 - تثمين الجهود التي بذلها مجلس وزراء النقل العرب لتيسير تنفيذ مخطط الربط البري العربي بالسكك الحديدية، وعلى الأخص في مجال التعريف بآليات وأنظمة تمويل مشاريع البنى الأساسية بالشراكة بين القطاعين العام والخاص، بهدف توفير المتطلبات اللازمة بالدول العربية للاستفادة من تلك الآليات والأنظمة؛

Having studied the memorandum of the Secretariat-General, the report of the Secretary-General on joint Arab action, the recommendations of the Executive Bureau of the Council of Arab Ministers of Transport at its 36th session on 12 April 2006 and the resolutions of the Council of the League of Arab States at ministerial level, the most recent of which is resolution 7070 (131st ordinary session, 3 March 2009),
وعلى توصيات المكتب التنفيذي لمجلس وزراء النقل العرب بدورته (36) بتاريخ 12/4/2006، وعلى قرارات مجلس جامعة الدول العربية على المستوى الوزاري وآخرها القرار رقم 7020 د.ع (131) بتاريخ 3/3/2009،

409. The Secretariat-General put summit resolution 398 (Riyadh, 2007) before the 38th session of the Executive Office of the Council of Arab Ministers of Transport (Kuwait City, 30 and 31 May 2007). The Office adopted the following resolution, dealing with the specific and detailed steps to implement the summit resolution:
409 - قامت الأمانة العامة بعرض قرار قمة الرياض (2007) رقم (398) على الدورة (38) للمكتب التنفيذي لمجلس وزراء النقل العرب بتاريخ (30-31 أيار/مايو 2007) بمدينة الكويت، وأصدر المكتب القرار التالي والذي تطرق إلى خطوات محددة وتفصيلية لتنفيذ قرار قمة الرياض، وذلك على النحو التالي:

(a) To take note of the steps that have been taken by the Council of Arab Ministers of Transport to implement those plans, and the effective start of implementation of the in-depth study on Arab rail links that was undertaken for the Arab Fund for Economic and Social Development by companies with the relevant expertise.
(أ) الإحاطة علما بالخطوات التي اتخذها مجلس وزراء النقل العرب لتنفيذ المخطط، والبدء الفعلي في تنفيذ الدراسة المستفيضة لمخطط الربط البري العربي بالسكك الحديدية التي يتولاها الصندوق العربي للإنماء الاقتصادي والاجتماعي من خلال تكليف ائتلاف من بيوت خبرة متخصصة.
