We deplore the fact that the present Israeli Government, at a time when the Arab parties have reacted favourably to the peace process as a strategic choice for settling this problem, has rejected its commitments and has gone back on its obligations to which it agreed under the Madrid peace agreement, the relevant international resolutions and the principle of land for peace.
ومن دواعي اﻷسف أن نجد الحكومة اﻹسرائيلية الحالية، وفي الوقت الذي استجابت فيه اﻷطراف العربية لعملية السلام كخيار استراتيجي لتسوية هذه المشكلة، تلجأ إلى التنكر لتعهداتها والتراجع عن التزاماتها القانونية المنصوص عليها في اتفاق مدريد للسلام، المستمد من قرارات الشرعية الدولية ومبدأ اﻷرض مقابل السلام.

By adopting a flexible policy based on wisdom and aimed at regaining total sovereignty and achieving peace and stability for all Arab peoples, the Arab parties to the negotiations have on all occasions demonstrated how serious they are in their political will to achieve a just peace.

القرار اﻷول هو الالتزام بالتنسيق بين اﻷطراف العربية المشاركة في عملية السلام، انطلاقا من قناعتنا بأن اﻷطــراف العربية ستستفيــد من تضامنها، كما ستستفيد من موقف سورية وإمكاناتها المختلفة، وبأن شمولية الحل ستشكل، من جهة ثانية، ضمانة للجميع لدى استجابتهم لمتطلبات السلام.

Therefore, any individual solution achieved will mean nothing but forsaking international legality, all the resolutions of the United Nations and all the principles upon which the present peace process was founded. In addition, individual settlements will preclude any possibility that the Arab parties may obtain international guarantees that any agreement with Israel will be implemented.
وبذلك فإن الحل المنفرد يعني التنازل عن الشرعية الدوليـــة وقرارات اﻷمم المتحدة كلها، والتخلي عن المبادئ التـــي استندت اليها المسيرة السلمية الحالية، إضافة الى حقيقة أن الحل المنفرد ينهي أيضا إمكانيـة حصـــول اﻷطراف العربية على ضمانات دولية لتنفيـــذ ما يتم الاتفاق عليه مع اسرائيل.

The Government of Israel remains committed to the Madrid invitation, which includes reference to Security Council resolutions 242 (1967) and 338 (1973) and to all signed agreements between Israel and all Arab parties.

While the Egyptian Government has continued to deny that the Halaib area is Sudanese and to claim that it is Egyptian and to reject negotiation concerning it with the Sudanese Government, it has unremittingly called on the Arab parties engaged in border disputes to negotiate and to seek to resolve those disputes by peaceful means.

Mr. Elaraby (Egypt) (interpretation from Arabic): When, in 1991, the city of Madrid hosted the parties to the peace process in the Middle East, in full view of the whole world and with the participation of the sponsors of the process, Egypt, as a participant in the Conference, was among the first to be convinced that making progress in the peace process between the Arab parties and Israel would be neither easy nor automatic.
السيد العربي )مصر(: عندما استضافت مدينة مدريد في عام ١٩٩١ أطراف عملية السلام في الشرق اﻷوسط، تحت نظر العالم أجمع وبمشاركة راعيي العملية، كانت مصر بصفتها شريكا في المؤتمر أول المقتنعين بأن تقدم عملية السلام بين اﻷطراف العربية وإسرائيل لن يكون أمرا يسيرا أو أنه سوف يتم بصورة آلية.

In this respect, I would like to recall that the peace that Egypt established with Israel more than 20 years ago was based on the implementation of Security Council resolution 242 (1967); it has thus set a basic precedent for the achievement of a peaceful settlement between the Arab parties concerned and Israel.
وهنا أود أن أذكﱢر بأن السلام الذي أقامته مصر مع اسرائيل منذ أكثر من عشرين عاما، قام على أساس تنفيذ قرار مجلس اﻷمن ٢٤٢ )١٩٦٧( فأصبح بذلك يشكﱢل سابقة أساسية في التوصل إلى تسوية سلمية بين اﻷطراف العربية المعنية واسرائيل.

Renewing its total commitment to the principles established by the 1991 Madrid Peace Conference, by virtue of which there had been a series of gains and achievements on the road to peace, the Council calls upon the newly elected Prime Minister of Israel, Ehud Barak, to take the steps necessary to relaunch the peace process and to return to serious and balanced negotiations with the Arab parties on all the various tracks.
وإذ أعرب المجلس مجددا عن التزامه التام باﻷسس والمبادئ التي أقرها مؤتمر مدريد للسلام في عام ١٩٩١م، التي تحققت بفضلها مجموعة من المكتسبات واﻹنجازات على درب السلام، فإنه، في الوقت ذاته، يدعو رئيس الوزراء اﻹسرائيلي المنتخب إيهود باراك إلى اتخاذ الخطوات الكفيلة باستئناف عملية السلام والعودة إلى المفاوضات الجادة والمتكافئة مع اﻷطراف العربية على كافة المسارات.

We further call upon all parties in the Horn of Africa and the concerned Arab parties to cooperate in reaching realistic solutions to this protracted crisis.
كما أن على جميع اﻷطراف في القرن اﻷفريقي واﻷطراف العربية المعنية أن تتعاون ﻹيجاد حلول واقعية لﻷزمة التي طال أمدها.
